Brian Hoop, of the Office of Neighborhood Involvement (ONI), and Kathy Bambeck, a member of the GREAT Task force, updated us on proposed changes to the ONI Guidelines/Standards. These guidelines are updated every four years and now is the time to comment on the proposed changes. There will be two public hearings on October 28 and November 8. After changes are approved, HNA will have to change some language in its by-laws.
Public Safety:
Neighborhood Officer Scott Westerman reported on crimes in the neighborhood. The vast majority of calls are traffic stops along Beaverton Hillsdale Hwy. There were some frauds and larcenies reported in the neighborhood. Officer Westerman also discussed speed limits in school areas and answered questions about signage and enforcement.
Transportation:
A meeting was held on Oct. 5th at Hayhurst Elementary with the principal, PPS employees, Department of Transportation employees and our
Chair to watch morning traffic at the school. A magnet program has opened at Hayhurst this year, which brings many children in from all areas of Portland, most in private vehicles. Changes will be made to vehicle movements in and around Hayhurst Elementary to try to improve safety. In addition, improvements may be made to trails on school grounds that lead
north to residential areas to encourage more children to walk.
Land Use:
There is a proposal pending to divide a lot at 45th and Flower (not 42nd and Flower as reported) into four lots for single family homes. The HNA will receive further notice when the application is complete.
Cedar Sinai Park:
David Fuks, CEO of Cedar Sinai Park (CSP), reported the Kosher lunch program began last week and is going well. However, attendees need further incentive to ride the shuttle from MJCC. CSP is finishing plans on a 1500 ft trail through the wooded area of their property. The trail will be “senior friendly”, made of pervious asphalt and have resting benches.
Red Electric Trail:
A motion was presented to the HNA regarding the Red Electric Trail. This motion states: "I move that the Hayhurst Neighborhood Association, in its official capacity, not support all current and future Red Electric Trail studies and proposals. And furthermore that the Hayhurst Neighborhood Association, in its official capacity, voice this position at all times when representing its members and neighborhood. That the Hayhurst Neighborhood Association communicate its opposition to the Red Electric Trail studies and proposals to the SW Trails organization, Hillsdale Neighborhood Association, Southwest Neighborhoods Inc (SWNI), Portland Parks and Recreation Planning and Development, Portland Office of Transportation, Commissioner Jim Francesconi, and Mayor Vera Katz."
Because the motion was not a published agenda item and due to the motion's significance, it was tabled until the November HNA meeting.
