The meeting was called to order by Lamont Shaindlin and Kathy Murphy.

Commander Warren addressed the concerns with the wooded area on the NW corner of NE Fourth Plain and NE 162nd Avenue. Illegal dumping is occurring that includes yard debris, tires and drug paraphernalia (needles) and there are safety concerns for people cutting through that property to go to Safeway. The land is owned by a Trust, they’ve been contacted and must give permission to put up no dumping/trespassing signs, clean up, etc. Part of the problem is that area residents are also using the land to dump their yard debris and this creates tension with the landowner. Commander Warren advised that residents take responsibility for their own yard debris and if you see your neighbor dumping illegally, let them know the littering and fine codes. Officers on the area patrol have been alerted as to the concerns. If you have a problem you wish to express, you can contact the Sheriff Liaison for your area. Sifton has two and Heritage has two. You can also bring your issues to the Neighborhood Association meetings. If there is an emergency, call 911.

Kristine Todd and David Bower from the YMCA presented information about membership and services provided by the local YMCA at 11324 NE 51st Circle (corner of NE 112th Avenue and SR 500).
The YMCA is different from a health club, now offering adventure guide programs in addition to fitness and sports. They also rent out the facility to groups for after hour events, they offer adult mentoring programs (parent/child group, Y’s Pals for boys and Y’s Friends for girls) and they offer a tutoring program to boost reading, math and study skills. Some services are available for children with disabilities.
Membership includes no annual contract, sliding scale scholarships are available based on your income, and Corporate memberships are also available. Currently they have a membership drive offering 50% off the joining fee and 13th month is free. David Cline, General Manager of Burgerville at Heritage Market Place was acknowledged for providing refreshments to the meeting. He expressed interest in continuing to do that as well as partnering with the Neighborhood Associations to sponsor community events. Thank you, David and welcome!

Eric Fuller of Eric Fuller & Associates presented the staff working on full build out of upcoming Eastgate Retail Plaza. As a reminder, he previously stated that he does not represent the City of Vancouver or Birtcher Business Center, only the 47 acres of commercial (Alexandria/Eastgate) which will include the Walmart Supercenter. Of special note are:
· Construction on Fourth Plain is planned to begin November 2004.
· Construction goals are to minimize interference with traffic and obstructions. Emergency services will not be impeded. Fourth Plain will be cut to put in utilities, followed by a repaving to accommodate compaction overtime to hopefully level out any rises.
· Speed limit during construction will be lower. Following that, the City sets the limits which are determined by the type of road (amount of traffic, amount of outlets, etc.).
· C-Tran impacts. They will make some sort of accommodation for a bus turn out.
· A traffic light will be installed at NE 143rd Avenue and Fourth Plain as part of Phase I. Waiting for city approval, worst case, left north turn lane will be there. Pedestrian cross walk with ADA accessibility, improved lighting and landscaping will be added.
· The extension of Ward Road south will be part of Phase II. Within 24 months of the first building, all the infrastructure should be in. Roads will go in as buildings are built. Road delays are with the City in that there are wetlands issues to deal with, Army Corp working on it, but don’t expect results in the next 6 months.
· Crime increases as big box stores go in (shoplifting, problems in parking lot). Officer Warren will be working with the City. Video surveillance will be installed on part of the site and Walmart provides security depending on the area.
