Tom Rumora has been the Director of the Brooks City-Base Office since September 2001. He is responsible for leading the multi-agency consortium, which coordinates planning, operations, maintenance, financing, marketing, and leasing of the 1,300-acre property. He participated in negotiations and contracts with the Air Force, City, utilities, TEES, and Grubb & Ellis. He reports to the Assistant City Manager, and acts as principal staff to the Brooks Development Authority. Prior to his Brooks position, Mr. Rumora was involved in two other military base conversions projects: 1) a 5,000-acre facility in Michigan that recovered from complete closure to win national awards from NAID and EDA, and 2) a 5,000-acre facility in Ohio that incorporated National Guard and Reserve units from the Army, Navy, and Air Force while being converted to a civilian cargo airport and industrial park, and which also won national awards. Prior to these two efforts, he worked in economic development, real estate, cultural diversity, manufacturing, multifamily housing, city planning, and construction organizations.
