Expenditure of funds from the Highland Park Neighborhood Association shall be used when:
* Official business of the organization is being conducted, or
* Purchases necessary to conduct business or projects on behalf of the organization are required.
Donations
It is preferred to solicit and accept donations from area businesses when possible. Any officer or member may do so, as long as the Board of Directors are kept informed and have approved solicitation of such donations. Donations should be reported to the Board of Directors at its next regular meeting. The contact information and donation amount should be given to the Treasurer and Secretary. The Secretary is authorized to send letters thanking the donors. Donations should not be solicited from businesses whose products or services directly contradict the values expressed in the by-laws of the Highland Park Neighborhood Association.
In-Kind Donations
Officers and Committee members are encouraged to solicit in-kind donations in exchange for advertising in the newsletter. The donor's contact information and amount of in-kind donation should be given to the Treasurer and Newsletter Editor. The Secretary is authorized to send letters thanking the donors.
Member(s) who expend personal funds for items that would normally be purchased by the association for routine business or approved events, may choose to give receipts for such items to the Treasurer for reimbursement; or to exchange the amount of the expenditure for extension of association membership, on a dollar-for-dollar basis.
At no time shall the funds of the Highland Park Neighborhood Association be spent for any event that is not officially sponsored by the association except with the express permission of the Board of Directors.
