IHNA Meeting Minutes

CONCERNS: The meeting started with concerns regarding two properties in the neighborhood having suspected drug activities and possibly additional people residing in these houses. After some discussion, it was decided the best we can do to keep the neighborhood safe is to call authorities and report our concerns. It was suggested that:
1. The Board of Directors send a certified letter to these homeowners citing Public Nuisance and additional people dwelling on premises with a meeting with the Board of Directors to review what action (if any) these homeowners might take to resolve our concerns
2. we possibly hire an attorney to assist in this matter
3. we have a special meeting in two months to follow up on this concern.
GUEST SPEAKER: State Rep. Mike Nemes of District 38. Rep Nemes reviewed the difference between the responsibilities between the state and local levels. Citing anything to do with
utilities (gas, electricity, water) and garbage was a local matter and the Pill Law and the Scrap Yard Bill (copper & a/c thefts) were two bills he was directly involved in that recently passed at the state level. Mike listened to our discussions and suggested several of our concerned homeowners contact the police, or 311 if not an emergency; that IPL (Inspections, Permits, & License) be contacted for concerns about possible rodents. He plans to follow up:
1. on the status of Manslick Road firehouse
2. on the status of the MSD/EPA capital project (Big Run Creek) causing flooding behind Nottoway
Circle-Vista John-and the apartments
3. about getting the culvert cleaned behind Pennecook (and possibly Nottoway)
MINUTES: The Minutes of the March 13, 2012 meeting were approved as read.
TREASURER’S REPORT: Darlene Hayden summarized that in 2012 all dues were collected except the nine homeowners with liens and two properties in some type of foreclosure. She also reported that we have accumulated excess revenues between $1,000 and $2,000 seven out of the last eight years. The floor was open for anyone having suggestions of how this money might be spent. Suggestions included getting signed copies of the DOR (Deeds of Restrictions) to all homeowners, and hiring an attorney for legal issues. Rodney Bratcher recommended local Attorney
Thomas Hale at 448-3388.
OLD BUSINESS: There was discussion on how to get residents to volunteer. Rep Nemes suggested we contact either Auburndale or Kenwood Neighborhood Associations one of which has many people coming to meetings and several homeowners volunteering.
NEW BUSINESS: Kevin Palmer and Robert Adams volunteered to take an active role in our DOR with writing letters and establishing fines to be set as we need them. Lee Radford questioned if the current officers were part of the Board of Directors. Our specialized attorney who handles condo, homeowners and other associations and revised and amended our Deeds of Restrictions expressed no concern about our current officers being the Board of Directors. This matter will be looked into and reported at the next meeting.
ELECTIONS: Elections were held and the 2013 officers are:

Vice President – Robert Adams Treasurer – Darlene Hayden
