LAS PALOMAS HOA BOARD MEETING
MARCH 16, 2005



The meeting was called to order at 6:30 pm. The new board for 2005-06 was introduced:

***Minutes from the annual meeting last month were reviewed and approved.


MANAGEMENT REPORT

Bob Wallace gave the following manager?’s report:

1. There are only two homes for sale?—Lots 59 and 74
2. The olive trees have been trimmed and sprayed this year by the Las Palomas grounds team (Javier and Esteban) for a savings of $4,788.
3. Flower beds have been planted with mostly perennials. The entry and waterfall beds have some colorful annuals.
4. The grass is being cut using alternating patterns to prevent grooves.
5. We are now trimming back some overgrown shrubs prior to spring growth.
6. The citrus fruit in our community has been harvested by the Las Palomas grounds team and donated to the St. Vincent de Paul food bank for the poor. Some outside agencies were originally supposed to do the picking, but for various reasons, it did not work out.
7. The south tennis court has had the cracks repaired and a new net installed.
8. Street repair bids are being requested. This would include filling in cracks, repairing bad spots and coating with two layers of sealer. Ace Asphalt has come in at $9615. No decisions will be made till all bids are in. The cooler temperatures are the best time for this project, so we are looking at Spring or in the Fall.
9. Bids have come in to give the North tennis court a new artificial surface:
a. Rhino court--$22,618. To also do the South court would be $25,618
b. Sport Court bid is still pending

OLD BUSINESS

Three advisory committees need to be formed to address the following issues. These committees should meet once a month and be composed of four or five members. Any residents who are interested in serving on these committees please contact the chairman of that group, or Bob Wallace.

1. Rules and regulations and Enforcement?—there has been much discussion as to parking issues on the street and in drive ways, residents not picking up after their dogs, and trash receptacles being put out too early and not brought back in at end of the pick-up day, etc... This committee?’s job is to review the existing rules and regulations and decide if they are adequate or need any modifications and how they will be enforced. The committee will then bring their recommendations back to the board for review and discussion. David Kelsey will head up this committee.
2. Grounds and Landscaping?—this committee is charged with advising the board on new plantings, maintenance and upkeep, landscaping of common areas and front yards of residents who request changes. The chairman of this group is Mike Frain.
3. Architectural?—Jerry (Paul) Ahler will chair this committee. This group will be responsible for advising the board on upkeep and general maintenance of homes and common areas (swimming pools, ponds, bathhouse, fire pit, walkways, etc..) It will also advise on issues concerning the painting of homes. This year we will just clean and spot paint where necessary. No homes will be painted. This group will need to look at the procedure of painting homes?—do we do it on as need basis, or some type of regular schedule?

NEW BUSINESS

1. Jerry Ahler, assuming the job of treasurer, will take over those duties from Ken Dry who served in that capacity last year as well as his president?’s duties. Jerry will review and sign most checks, and provide budget reports to the board monthly. Ken did report that our financial situation is favorable. We have saved money by cutting back on outside contractors, and trimming back trees rather than taking some out.
2. Barbara Kelsey has offered to help Bob Wallace with any office work?—lists, filing, etc. She has requested that the resident phone list highlight the new residents, and distinguish the permanent from part time residents.
3. Marian Cocanour has offered to head up a social committee which would greet new residents and provide any help they made need, plan social gatherings, etc. Any one interested in helping out please contact Marian.

HOMEOWNER REQUESTS

1. Mr. Manley, Lot 78, has requested board approval to park a second car in his driveway during the summer months. He has room for just one car in his garage because of closets built on both sides of the interior. Current parking rules dictate that cars can only be parked in the drive way if there are already two cars in the garage. Exceptions can be made for situations such as remodeling, etc. The board discussed this at length. The board voted 4-1 in denying Mr. Manley?’s request. Sherry was in favor. He will need to park his second car in the visitor?’s lot or find a neighbor willing to house it for him.
2. Larry Seidman has had a problem with other residents?’ gardeners dumping plant debris on his lot. He also has had nails left all over his drive way. The board requested that Mr. Seidman take pictures of these occurrences and keep an eye out for the people doing this. The board then can take action.

The next meeting is scheduled for April 20th at 6:30 pm at the Mustang Library.

RESIDENTS?’ FORUM

1. Mr. Nichols stated that his house has never been painted. He has done some touch up several times, but says that it looks bad and wants it painted. According to him, the houses on either side of him have been painted and they were built about the same time. Ken explained that we have painted on an, ?“as needed basis?” rather than a regular schedule. The architectural committee, once formed, will check into this.
2. Barb Goldfarb is concerned about the appearance of Lot 133?—it is scheduled for a major remodel job soon. She also stated that the landscaping lights on Lot 137 are bent over and need to be adjusted. She is also concerned about the gravel around the terra cotta stone?—says it does not look good. The grounds committee will need to look at this.
3. Mr. Allan asked if a traffic light could be installed at the front entrance. It is a very dangerous intersection. There are no plans to put a light there.

The residents?’ forum was adjourned at approximately 7:40 pm.
