I'm not bitchy, as you put it, at all. I do find it fun reading what you think I said. My question as to "who would have declared such a thing" was in referance to the policy, not the words. |

You said "I know of no such US policy. Who would have declared such a thing". Who declared the policy? I gave you two examples without much effort, and suggested that you might find several more. You didn't mean "who"? Or you didn't mean "declared".
