Loma Linda Homeowners Association

I have neighbors that are renters and do not know if they can have their basketball hoop in the front yard anymore what are the rules on it when I moved in in 1990 you could not have them have there been any changes

The rules about hoops in the front yards and streets has not changed. I will bring this issue to the LLHOA Board and well see if we can resolve this  What address is the hoop in front of?
