Treasurer?’s Report
For the Artisan?’s account, names must be removed and new names must be designated. Proof of identity (license) and occupation required. Steve Rann will need to compose a letter stating that Mike Stepanic has moved as his name still appears on the account. The 2 accounts are in interest bearing checking accounts. Some consideration should be given to moving a portion of the funds to a higher interest bearing account.
The budget was accepted as presented at the community meeting. Insurance (general liability and Directors & Officers) and post office box rental has been paid. When creating the budget, we try to obtain 3 bids for each contractor. Landscaping is usually divided into equal payment installments from April to October.
As of Apr. 4, 2008, the Maintenance Corp. balance is: $xxxxx. Snow Plowing balance: $xxxxx. Delinquencies: 5 for this year.
Gale Taylor, NCC Dept. of Finance, will do the billing. Heidi already submitted the figure for this year. A W-9 form must be completed and submitted to the NCC.
Committees - can be appointed at the pleasure of the Board. It has been difficult to get people to serve.
Architectural Review Committee
We have no money designated to enforce the deed restrictions. It was proposed in the budget in 2007 and was soundly defeated.
Our attorney has encouraged us to re-write our governing documents. The deed restrictions, in particular, are too broad. It requires 80% of the homeowners to change the documents.
Neighborhood Watch
This can be done in conjunction with NCC Office of Community Policing. It is worth considering setting up a volunteer watch.
Old Business
Pond Maintenance ?– We have failed inspection for the past 2 years. It would be worth getting bids for specialty pond care. JCM Environmental has already submitted a bid.
Entrance/Signage/Lampposts ?– Delmarva came out recently to repair 2 lamps on Virtue.
BGCCO ?– The BGCCO?’s site is www.bgcco.org. The umbrella organization called the Civic League for New Castle County www.civicleagueforNCC.org. All meetings will be held at DE State Police Troop 2, Route 40, starting at 7:00pm.
LPE4
Maintenance Corp.: Heidi and David met with LPE3 attorney Don Gouge and Wendi Stadler, attorney for CCS developers (the previous owners of the property), to discuss the LPE4 Maintenance Declaration as proposed by CCS. The governing documents were approved and filed with NCC. We are not sure if that carries on to the new property owners.
Countryside Community Green-Up Program ?– No update
County Code ?– Neighbors can call 395-5555 any time they see a code violation. Current cases include: 437 & 441 Howell School Rd., and 501 Virtue. 501 will go to court in late spring or early summer. The Code Enforcement officer handling these 3 cases is Jack Gahan.
Community/Neighborhood Building ?– No update.
New Business
Sidewalks ?– Who owns them?
Roundtable
Community Outreach - Rich suggested walking up to people?’s doors. David suggested having a meeting in the open space. If a Social Committee could be appointed, LPE3 could sponsor special events.
