Meetings are always the 2nd Monday of each month. Martin Doss, President,
called the meeting to order at 7:30 p.m.
(Remember doors always open at 7:00 p.m. for 1/2 hour of social time)

CRIME STATISTICS AND ISSUES:

Westover Division - Officer Hairston (From September, 2005)

1. 4925 Vincent Ln. - Motor Vehicle Theft - '93 Honda Accord was stolen.
Later recovered in tact.
2. 5620 Murrayhill Rd. - Breaking & Entering - Broke into residence &
stole some items.
3. 225 Cooper Dr. - Theft from vehicle - 4 a.m. someone broke window of
car to enter
4. 401 Seneca Pl. - Breaking & Entering - someone broke into storage room
around 1 p.m. & took items
5. 5401 Wedgewood Dr. - Damage to property - Rock was thrown at owners
boat, broke front window

South Division - Officer Del Duca did not attend. Update Officer Del Duca said he would return in November with a partner. Going forward we will have information on crimes from both divisions again. Officer Del Duca stated he had a conflict of schedules that kept him from attending the last two months. He said he looked forward to attending our meetings and working on concerns and issues of Madison Park and the adjoining Montclair residents that have joined Madison Park over the last few months.

VOTE YES ON THE BONDS was the message Lamar Gunter shared with us. These
bonds totaling $554 million will allow the County to:
> buy more land for parks, libraries & schools & to protect the Mountain
Island Lake watershed (supplies drinking water)
> build new law enforcement facilities
> improve facilities at Central Piedmont Community College
> build new schools. Out of the $554 million total bond cost, $427 million
or 77% will go toward building new schools.

Mecklenburg County's current bond rating is AAA. Lamar is heading up the
Vote Yes Bond committee. If you would like a sign for your yard, call

PRESENTATION BY: Brandon Hasten from LOWE'S Home Improvement Store
(Pineville Store)

Brandon discussed ways to improve the energy efficiency of our homes and
showed various products that would help:

1. SEAL windows & doors well. Use a spray foam to seal any openings
around windows. There is also a film you can use over windows & patio
doors that is heat sealed (seal with a hair dryer). This will increase the
R value.
2. Use WEATHER STRIPPING at the bottom of doors. This may need to be
replaced.
3. Increase INSULATION in your attic. You can rent the machine from
Lowe's that blows in the insulation or use batting. Clean out your attic &
get it done before it gets cold.
4. FLUORESCENT LIGHT BULBS provide good light & are inexpensive to use.
The newer compact versions are very energy efficient.
5. DIGITAL THERMOSTATS allow you to program the temperature to even out
the heat in your home.


RECOGNITION TO JOHN OLSAKOVSKY (Mr. Red Cross) for all the help he has
given to Hurricane Katrina victims who came to Charlotte!!


OUR FALL PICNIC was a lot of fun. Those in attendance decided the location
at Park Road park was good & should be booked again for next year. We had
lots of door prizes & had enough for everyone to receive two each.

THANK YOU to all of the businessess that contributed door prizes for our
Picnic. And a big THANK YOU to Ingrid Lachner & Martin Doss for collecting
all of the door prizes.

PARK AND REC NEWS

- Queens University will hold its 1st soccer game at the new field next
Wednesday.
- PLANNING SESSION on Wed., 10/26/05 at 7 p.m. at William R. Davie
Conference Ctr. on Hwy. 51. Discussion will be on the 5 year plan for the
South District (including our area).
- WELLNESS FAIR at Forest Hill Church (7224 Park Rd.) on Tuesday, Oct.
18th from 10 a.m. to 2 p.m. Health screenings are free for adults age 55
and older.
- Amish Country trip for 4 days/3 nights. Dec. 5-8 for any adult. We
will see 2 Christmas shows. Call Park & Rec at (704) 336-3854 if
interested.
- Grayson SkatePark is now open. It's located at 750 Beal St., Charlotte
28211 (off of Eastway Dr.)
- 521 District Park (old Elon home site) will hold a Haunted Trail for the
younger children.
- Octoberfest at Forest Hill Church


NEIGHBORHOOD BEAUTIFICATION
Marty drove around with the new Code Supervisor, Mike Hawkins. Mark
Griffin, the zoning enforcer for our area was also present along with Paris
Waddy, the area inspector who handles most of our issues.

Several homes were noted for various code issues:
> 5201 Londonderry - clean up crew worked on this home Friday, 10/7.
> 5212 Farmbrook - was cleaned up by a yard crew
> Farmbrook - 2 other homes are being code enforced. One was the home
featured on the local news a few weeks ago for animal hoarding.
> Seneca Place - 2 more homes have been put into the system by the Police
Dept. One has a roofing problem & the other, a minor issue.
> 5124 Wedgewood Dr. - yard looks like a jungle and needs to be cleaned.

Zoning issue:
The new fancy storage building on Tyvola has 2 stop permits. It was being
built as a home with a detached garage when permits were obtained. The
owner collects cars and was building the place as a fancy storage building.
(Marty learned this from the builder.) The garage has 4 garage doors and
the home downstairs is being built to house vehicles. The upstairs is a
planned apartment, to be rented out. The location is not suitable for what
is actually being built.

According to Mark Griffin, our zoning inspector, any vehicles stored must
be owned by the resident of the apartment. Also, the garage and the main
structure are being built too close together. Zoning requires 4 feet or
more between them. The owner will be able to continue building these
structures but will not be able to acquire electricity or occupy the
buildings until these matters are resolved.

prepared to provide details: address, specifics of problem, time it's
happening, make and color of vehicles, etc.


URBAN STREET DESIGN GUIDELINES
These new proposed guidelines would make Charlotte & our neighborhoods
more welcoming for pedestrians and bicyclists, while also helping the city
deal with growing traffic congestion.

Tracy Newson from our own neighborhood is one of the people heading up this
initiative with the city. There will be 2 open house information sessions
Friday, 10/14 & Sat., 10/15. For more information, call (704) 336-4119.


ADOPT A STREET

The TYVOLA ROAD clean-up included 6 people. We will do it again in Dec.
It only took approximately 50 minutes. We picked up 7 bags of trash, and a
couple of large items. We also removed a few illegal posted signs on
poles.

Marty got permission to adopt SENECA PLACE also. We already maintain this
road and this will be an easy way to get more of our Madison Park
neighborhood signs out. He is submitting for adoption the entire stretch
from Park Rd. to Seneca Place. We will also be able to keep the illegal
signs removed now without turning them in to 311.


WATER BILL INSERTS are not longer included in your water bills but you can
still get these through our neighborhood website link by signing up by clicking on Charlotte Mecklenburg link or going directly to Charmeck.org to get updated local government news. You will get e-mails of all press releases on topics from Flu Clinics to things like changes on trash pick up days due to Holidays. Don't miss out stay informed by signing up today.

OFFICER & DIRECTOR NOMINATIONS FOR 2006
All positions are open. E-mail Cheryl Furr at: bfurr @carolina.rr.com or
Dee McCandlish at: dmc@mbac.org to submit names for the ballot. Anyone
interested in running, please submit your name. If you know of anyone you
would like to see run, approach them and see if they are interested.
Directors maintain their positions for 2 years. Remember: if you hold an
office or are elected to serve on the board, you are expected to attend a
majority of the meetings. Also, you must be able to attend training
programs and other activities throughout the year.


YARD SIGNS
We need to promote our website to increase web traffic again and build
membership. Toppers for the yellow signs will be priced from sign shops
versus making them on our own. The toppers were provide the link to our web site.


HOLIDAY SOCIAL COMMITTEE

meeting night, Dec. 12th.


NEIGHBOR HELPING NEIGHBOR PROGRAM
Marty got a call from a lady on Wedgewood which he handled himself.


GARDEN CLUB
Monday, Oct. 17th is the next meeting. We will meet at Roundtree Garden
Ctr. to choose plants for containers. Anyone interested, contact Candace
Armstrong at (704) 523-3868. We need to know who will be attending, so
call & let us know. Also, you'll need to bring a container.

Dec. 1st will be a WREATH MAKING session at the church (Wedgewood Baptist).
Bring you own wreath & greenery.


TREASURY REPORT
Please pay your dues. We have $212 in the treasury and 21 neighbors have
already paid for 2006. Remember dues are only 10 bucks per calendar year
currently per household. If you would like to prepay your dues for 2006 or
you have not paid your 2005 household dues of 10 bucks you can do so
immediately at the 2005 rate of 10 dollars. Please pay at the next meeting
or print a form off our website or just send a check to Dee McCandlish our
treasurer at 812 Fairbanks Drive, Charlotte NC 28210.

Starting Jan. 1 2006 dues will increase to 15 dollars a year. Prepay now
and save the increase! If you?’re just now paying your 2005 dues please
note in the memo this is your 2005 dues. If you are prepaying 2006 now at
this year?’s rate please note prepaying 2006 in the memo of your check so
that you get credit at this year?’s rate. The prepay discount will end Dec.
1, 2005 so if you want to save the 5 dollars pay your dues at once.
