Meeting called to order 7:30 by President Marty Doss

Crime Stats- given by Officer Hairston
There were no incidents to report from Sept. From Oct:
4900 block of Gilmore- dog bite. A pit bull bit another dog
4700 block of Lamont- breaking and entering. Sometime between 8am to 8pm- the door was forcefully opened and a TV and audio/ video equipment was stolen
1000 block of Glenham Dr- breaking and entering. Video equipment and jewelry was stolen
1000 block of Furman Place- breaking and entering. Rear window was broken in, but no entry made
5300 block of Baker Dr. Resident reported a theft, but the theft actually took place on Archdale.
842 Woodlawn- the police did a ?“knock and talk?” at this problem house (there have been numerous complaints made about this house). They found drugs in the search. The residents are now moving out of the neighborhood.

Cheryl Furr asked Officer Hairston why her incident from last month was not reported (on the weekend at the Marion Diehl center with her family, two cars were broken into plus one car was stolen). Officer Hairston said his crime stats are typically just for the residential areas. He also reminds people to remove all valuables from your car when it is parked.

Officer Hairston?’s holiday safety tips- with the increase of shopping for holidays gifts:
?• Try to not carry cash. Pay by credit card
?• When you are taking bags out to your car, be aware of your surroundings
?• Try to park your car in a well lit area
?• Don?’t take items out to your car and then go back in the store to shop
?• Close your blinds or curtains at your house- don?’t advertise the presents that are wrapped under the tree
?• If you pay by a credit card, make sure your receipt doesn?’t list the entire credit card number. It should only list the last four digits.

Farmbrook Drive All Stop Request
Terry VonCannon, CDOT, reported on 10/11/07 that he had received an email requesting all stops be added to as many of the side streets along Farmbrook Drive in addition to the current speed humps. The current humps were installed in 2000. The count taken back then showed 1,700 vehicles in a 24 hr period. 2,500 is the number needed for both humps and multi-ways. He felt like that figure is very unlikely, but possible. The only way we could install stops without reaching that figure would be to remove the humps and that would have to be done by reverse petition and also supported by the HOA. Anyway President Doss requested that the street be counted at least to see what the current traffic count is.

President Doss also alerted Officer Stank, traffic officer with Westover, of the speeding problems and the time they were being witnessed.

Special Announcement from National Association of Town Watch
Date Oct. 16, 2007 in response to the increasing concerns about the heat in August during the past few years, we have adopted the following strategy for National Night Out in 2008 and 2009.

1. We will celebrate the 25th anniversary of National Night Out on August 5, 2008 the traditional first Tuesday of August.
2. In 2009, National Night Out we will experiment with a September 15th date ?– the second Tuesday in September. Immediately following the event in 2009, we will ask for your input (from members of the town watch) in regards to the September date. Info@natw.org/

Individual Street Light Request Londonderry Road
A request has been made from Edith Clark to install a street light between 5208 and 5214 Londonderry Road on the current pole. Sandy Wise has sent a request to review this location to Duke Energy and a request for Duke to submit a design. If the current proposed pole is chosen then Edith Clark should have already completed the need for 100% signatures from all property owners 75 feet from the pole.

Holiday Christmas Social on 12/10/07
Be sure to join us for the Holiday Social on Monday 12/10/07 at 7:00pm. Please bring a party dish (appetizer or desert). With all the people that attended last year, Marty looked into moving the party to the Marion Diehl center, but they wanted us to pay $350 to rent the location plus pay for two police officers to patrol. So, we are keeping the party at the regular location at the church. Debra Campbell and Ingrid Lachner are helping to arrange the party along with Diane Gunter. Treasury Report given by Dee McCandlish:
As of the end of Oct we have $711.05 in the bank with all bills paid. Please pay your dues now. If you pay before the end of the year, they are only $15 a year. Crime Watch Signs
President Doss installed 4 new signs on 10/18/07
New signs were located at Tyvola and Wedgewood, Baker Road coming off Tyvola, Seacroft Road and Tyvola all on the North Side of Tyvola. An older version of the crime watch sign was added at the beginning of Madison Park area coming from Park Road on Seneca Place. President Doss has inquired about getting a couple of more signs either given to us or purchasing for our community. He found out that we can?’t receive any more signs for free, but can purchase the signs at Blackhawk Hardware. He is going to look into the cost.

Street Lights Murrayhill and White Oak
Sandy Wise Street Light coordinator for City of Charlotte CDOT reported on 10/22/07 that he expected an authorization for the installation of streetlights to Duke Energy to be forth coming within the week. He said with considering the possibility of installing over 20 streetlights it will most likely take Duke Energy over 45 days to receive the supplies. He projects sometime in the month of January for the installs to be complete. Duke Energy will keep you posted once he?’s authorized the installation.

Adopt a Streets
Our renewal contracts for both Tyvola Road and Seneca Place were approved on 10/30/07
President Doss extended the Tyvola Road contract to South Blvd so that illegal signs could be removed legally from that stretch. Since this is residential it will require little or no pick up of trash. We were provided with two new Adopt A Street Signs. These signs are at South Blvd and Tyvola, and one at the Senior Center Marion Diehl driveway at Tyvola Road.

Montclaire Vice President Correction
Montclaire Vice President Nancy Mosier Dehart reported to President Doss that their online version of the minutes was misleading in its report to their membership that they gave Madison Park HOA 125.00 dollars from their budget to help pay for National Night Out. President Doss inquired what this was about since our HOA had not received any money, nor did we request it from Montclaire after reading it online in their minutes. Nancy said that was a mistake on their part in their minutes.

A motion was brought to vote on the list of candidates. It was seconded and the list of candidates was approved to serve in 2008 by all present.

Traffic Device damaged on Burnley. Traffic Officers have a new device that was shown on WSOC TV in October. The device bolts to the street and records speeding, traffic counts and so forth. It shows the officer when patrols need to be put out if there indeed is a speeding problem. Unfortunately one of the devices in the 800 block of Burnley was cut apparently by a knife. If anyone has any info on the person(s) responsible for this damage please contact Officer Stank at the Westover Division. This road was checked partly in response to a complaint about buses using the street again as a cut through which came up in the open discussion at our October meeting. Officer Stank noted that the 48 hours during which these devices were on the road they showed no bus traffic. These devices cost around 1000 each. Officer Stank can be reached at kstank@cmpd.org.


Fence Issue Bradbury
A resident from the corner of Montford and Bradbury is missing a fence that was removed during storm water project. Andy Dulin helped resolve the matter.

Engineering & Property Management
Charlotte Storm Water Services emailed the resident to apologize for the inconvenience this may have caused. Adam was not the inspector on this project when the fence was removed and that, along with the fence not having been shown on the plans caused us to question its location. We have discussed the property in question with the contractor, Ferebee Corporation, and have determined that there was indeed a fence on the property. We have directed Ferebee to replace the fence. The fencing subcontractor has been contacted and will install the new fence by November 19.


Open Discussion Concerns/Issues/Request
A resident brought up with the new buses going along Tyvola, would it be possible to have a bus stop at the cross walk at Tyvola and Farmbrook. Marty replied that he believes the signs can still be moved by CATS. UPDATE: CATS liked the suggested location and confirmed on Tuesday afternoon that they had visited the location that day, and it was perfect for a stop. They told president Doss they were sorry they had not thought of it themselves. Anyway look for that stop to be operational by the time the light rail opens.
