Welcome. Meeting called to order at 7:30pm by President Marty Doss.

Crime Reports for March
Westover Division Officer Hairston
?• 710 block of Fairbanks. Damage to property. Car window broken. Nothing stolen
?• 4920 block of Vincent Lane. Car window broker, nothing taken.
?• 5120 block of Wedgewood Dr. All car windows were smashed
?• 930 block of E. Woodlawn. Damage to property. Car window broken
?• 910 block of Fairbanks. Larceny from vehicle. Radar detector stolen
?• 4910 block of Prentice. Larceny from vehicle. GPS system stolen
?• 5200 block of Wedgewood Dr. Larceny from vehicle
Officer Hairston said this crime, larceny from vehicles, can be prevented by us, not by the police. Do not leave anything of value in your car. Always lock the doors. It can take a little as 9 seconds for a thief to break into your car. Always call 911 if you see anything suspicious.
A resident asked if the breaking into cars to get the garage doors openers (that?’s been on the news recently) had occurred in our neighborhood. Officer Hairston said it hadn?’t. But he reminded us to remove or hide your garage door opener, if you have one. Also, remove any paperwork from the car if it has your personal information/ address on it.

Park and Recreation
Debbie Olsakovsky had e-mailed President Doss requesting that we talk about possible Dog Hours in Marion Diehl Park with optional leash requirements. President Doss directed her suggestion to John McClelland Park and Recreation South Division. John replied, ?“We will not relax our on leash law at our parks. Dog parks are a way for dogs to run off leash and will be free starting in July.?” Many people are afraid of dogs and to let them run off leash in an open park can cause all kinds of potential issues, hazards, etc

John McClelland followed up additionally with Mrs Olsakovsky by saying, ?“This is an interesting suggestion. Dogs can now be brought to any park, on leash during any open hours. The on leash environment should prohibit any potential situation where responsible dog owners are present. I.E. knowing that some people don't like dogs should allow for separation by the use of the leash.

Posting of hours may confuse people, would be difficult to enforce and may be interpreted as a period when folks that do not have dogs are not welcome. I am not sure we would want to implement this change in policy.?”

Here are the current Dog Parks in our county.
Phase Out of Pooch Pass: Mecklenburg County Park and Recreation Department will phase out its fee for "pooch passes" in the coming year and allow use of county dog parks for free beginning July 1, 2008. As of then, pooch passes will no longer be sold or required.
Existing Off-Leash Areas:
> Swaney Pointe K-9 Park is located at Ramsey Creek Park, 18441 Nantz Road Cornelius, NC 28078. This park is a four-acre, fenced-in, off-leash area for dogs. There are two separate fenced-in secure sections to the new dog park - one for dogs >20lbs (large) and another for dogs less than 20lbs (small).
> Barkingham Park is located at Reedy Creek Park, 2900 Rocky River Road. This park is a four-acre, fenced-in, off-leash area for dogs.
> Ray's Fetching Meadow is located at McAlpine Creek Community Park, 8711 Monroe Road. This park is a one-acre, fenced-in, off-leash area for dogs. Ray's Fetching Meadow reopened on May 28, 2005 after expansion and an improved mulched surface.
> Davie Dog Park is located at William R. Davie District Park, 4635 Pineville-Matthews Road. This park is a five-acre, fenced-in, off-leash area for dogs. There are two separate fenced-in secure sections to the new dog park - one for dogs >20lbs (large) and another for dogs less than 20lbs (small).


Tyvola Road Adopt A Street Clean Up

Please join us!
Start time will be 8:00 am. Wear gloves, boots, long sleeves and slacks. Bags will be provided. With a minimum of a dozen people we can knock the area out in around 60 to 90 minutes. If we have enough volunteers we will start teams at both ends and meet in the middle. The area that we will clean is from Farmbrook to Park Road. If you are free and can help please meet us at the Marion Diehl Senior Center Parking lot on the Tyvola Road side of the lot.

President Doss said he had fielded some concerns and questions involving the Woodlawn Station Area Plan. The zoning department held a couple of meetings on this plan.

One concern was if the land would be developed behind the Auto Bell. That land is currently zoned commercial. The zoning department said their recommendation is that it stays an open lot.

The other area of concern was rezoning on Woodlawn in our community. Woodlawn Station Area Plan. According to Alysia Davis Osborne, AICP the Principal Planner, she stated that zoning recommends that Madison Park remain single family homes. She did say the only way land might in the future along Woodlawn Road be rezoned would be if multiple single family home owners sold to one developer. Then they would entertain allowing more homes per acre, even then the process would be public with zoning notices and hearings. You would also see the large yellow signs with the Z on them. These are required to go up.

Tyvola / Archdale Station Area Plans will be revealed at a meeting during the month of May at Archdale Church of Christ. Zoning said they would do a meeting just for Madison Park on this station if needed. President Doss told them the one meeting at Archdale would work for us as well. It is currently schedule for May 15th. This will be a night time meeting and notices will be mailed out. We will also post the date and time on our online calendar. Director Eudora Alston has already agreed to attend this meeting and report back to the community. Anyone else that would like can attend the public meeting.

Both activities cost us money! You can send a check to Madison Park Homeowners Association, 5026 Currituck Dr, Charlotte, 28210. Your dues help pay for upcoming events and pay for the expenses of the meetings. All board members and officers donate their time to the community and association.

PODS
The issue of Pods (or other portable storage containers) remaining at some homes for long periods of time can be addressed now. The topic has come up in the past (Feb. 08) and through a couple of emails just this month. President Doss replied in Feb. 08 that he did not know of any current restriction that covered these pods. City Manager, Curt Walton, e-mailed President Doss that the city can already handle Pods through current rules and regulations. The following is what he sent President Doss.
?“Portable storage containers, such as P.O.Ds., are allowable on residential property as a temporary fixture (no permit required). Temporary is defined in the City of Charlotte Zoning Ordinance (definitions section) to be for a period of time not to exceed ninety (90) days. If the portable storage container remains on property for more than 90 days it is treated as an accessory structure and then becomes subject to zoning development standards (yard requirements, maximum building coverage, watershed, S.W.I.M. buffer, historic district regulations, etc.). Also, after ninety days, if the storage unit exceeds 12 feet in width or height, it becomes subject to local building code requirements for an accessory storage building. From discussions with Mecklenburg County LUESA, it is practically impossible and cost prohibitive to upfit a P.O.Ds type storage container to meet building code requirements for an accessory structure.?”
Basically if anyone has a problem with these appearing and not leaving, and it is approaching 90 days, or past 90 days you can report it to the city. This is for both front and back yards. Call 311 or contact codes at mhawkins@ci.charlotte.nc.us. Mike Hawkins is the Supervisor for the area and can have the situation addressed.

Neighborhood Picnic Park Road Park Saturday May 17th 2008
Candy Bridges, Park and Recreations has reserved Shelter number 1 for our picnic. Thanks for your help with arranging the shelter Candy. Park and Recreation will be supplying paper products and drinks, (ice tea, soft drinks, ice, cups, plates, napkins, and silverware). We need to set the time?…she has it open from 8-8 for us. We will probably plan for 12-4pm. There will be more details in the May meeting on the online calendar at www.neighborhoodlink.com 28210 Madison Park. Everyone is invited to come out to our picnic that lives in our community.

Matching Grant National Night Out Application
Debra Campbell, Dee McCandlish, and Martin Doss all worked on the Grant Application. It was turned in on March the 17th. The application was reviewed by our Grant Monitor, Tracy Greene. We were then asked to make some clarifications and provided additional information. That updated application was worked on by Debra Campbell and President Doss. It was turned back in on 4/5/08, as required, at Old City Hall Neighborhood Development. We should hear something in the next few weeks if the Grant is approved by the review board.
Just the application process took more than 30 hours pulling sponsors, getting quotes, and filling in the application. It involved many emails/phone calls, trips to the city, and so forth. Our National Night Out plans are just getting started and nothing even counts for the grant match until the contract is signed. . Make sure you mark your calendars that you have plans for the evening of August 5th. Start time will be 6 PM and run until 9 PM. Location has been set and approved for Fairbanks Drive by CDOT! Invite your family and friends to come to what will be the Largest and Best National Night Out in Charlotte. Current signed on sponsors are Target, Keller Williams (our neighborhood agents), Sue Valentine-Plyler, Web site sponsor with Prudential Realty, Giant Genie, Park and Recreation, CMPD, and YES-Your Event Source which provided us a nice discount on the rental attractions. If you or your company wishes to have your name added as a sponsor contact Martin Doss at Martydoss@aol.com. Corporate Sponsor can either provide an attraction / game / or free food item. Street light updates-
The individual street light at 5211 Londonderry was finally installed (this was the request from Edith Clarke)
The last light on Murrayhill was wired recently. Thanks to Matt Magnasco for all the hard work he put into getting the lights along Murrayhill and White Oak.
There has been a broken street light on the corner of Seneca and Wedgewood for many months. Marty is now helping a neighbor in that area get it fixed. UPDATE (Duke Energy called President Doss the morning of the 4/15/08 and was able to repair the light that morning) Remember for any non working street lights use the link on our web site to report it. Mark the pole with a bright ribbon to help direct Duke Repair Crews to the pole. After a reasonable amount of time if the light has not been repaired, and you have not heard any reason, let the HOA know and we will follow-up for you.

(Martydoss@aol.com) Andy is running for State Senate and the upcoming May 6th Primary will determine if he wins the seat. Andy works hard for our community. He recently took time to write a letter of support for our grant application to the review board for National Night Out. He has helped many of our residents get problems resolved over the last couple of years. If he wins this Primary election he will still represent us just in a different capacity! That said we can only hope his council replacement comes close to working so hard for our community.
