Why are HOA dues so cheap?

When was the last review of HOA dues held? A lot of new neighborhoods have management co.'s charging $150-$300 per year. I think its time to take a look at this.
Dues

Montclaire will charge 25 dollars a year in 2007. They only charged 15 this year since they just formed.
Montclaire South charges 50 dollars a year.
We use to only charge 10.00. We did increase them last year to 15.00.
We always seem to have enough money to do the events, and buy the supplies we need.
Unfortunately we can't even get everyone to pay their 15 dollars a year.
We do have some members that pay extra and make donations.

If everyone paid their dues we would currently have plenty of money to just about anything we desired.

Things we could do with the money is use it for matching gifts with the city grants. Various people have said they would like permanent entry signs with Madison Park's name on them.

Possibly pay for 501 (c)3 status We operate as a non profit already. We have never really had the money to spend for the application, and the yearly fee for the status. If we had this status we could easily get more donations from businesses, although many are great about supporting us without the status.

Our main goal is to provide connectivity to each other through our meetings, events, and web site. We also desire to keep the neighborhood looking its best, and work with the police to try and control crime keeping the community safe.

We always way all suggestions. The reason for the 5 dollar increase is someone suggested during open discussion last year at our meeting.
