This home as many of the residents of Madison Park know has been boarded up for more than 1 year. The City of Charlotte boarded the home up to try and keep vagrants out of it. The city has an ordinance stating that homes can only be boarded up 6 months. So they are violating their own ordinance. The home being boarded up did not stop the vagrants from breaking in. They were doing it without the boards and continue to break in since the home was boarded up.
There is an open housing case that has been open for more than 1 year without corrections.
The lawn when it has been cut is being done by the City of Charlotte.
Background on this home is the current listed owner cannot be located by either the City of Charlotte or CMPD. This was mentioned several times in the 2008 Madison Park minutes.
Large rats have been ran over directly in front of this home on Tyvola.
CMPD has requested that 911 be called if anyone is seen on the property.
Vagrants continue to break in the home and are living with no running water, no electricity and boarded up windows. CMPD reports that these vagrant have been relieving themselves in the rear yard of the home. Just from a sanitation standpoint something needs to be done about this home. Families with small children are living next door.
From Kirk Young the inspector today:
Just to give you an update, the bank on the Title search was sold in March of 2009. I will continue to try to find an agent with this case. I forgot to add this to the last email.

Kirk said that any neighbors with concerns or info should call him at the number above.
As a footnote CMPD has made arrest of vagrants breaking in the location at least once this year. I have been asked by many neighbors what can be done on this location.
Those neighbors with concerns feel free to voice these with City Council and the city manager. I feel certain Kirk Young is doing everything he can to get this house corrected. City Government needs to step in and help Kirk do his job. Numerous neighbors have complained about this home for years.

I am sure if this was located in any of the council members backyards or front-yards listed above some type of correction would of been taken by now.
Curt Walton told me just this spring that he agrees this home has been a problem going back many years ....even when he was Assistant City Manager.
The tax records online show someone has an interest in the house. The taxes were paid last fall. Yet there is no contact for the owner or bank that currently owns the property.
Mayor Pro Tem Susan Burgess plans to bring this issue up tonight at the Council meeting. This is a prime example of why landlords should be required to provide the City with accurate contact information. This has wasted CMPD time and Code Enforcement time by not being able to locate this property owner.
