Madison Central Park and Its Use!

Pinewood CMS / Madison Park Neighborhood Grant Agreement

 

 

Apparently there has been an issue come up about who can and when they can use the Madison Central Park.   City of Charlotte provided this agreement that I have uploaded on this site that explains it all. 

 

The park was for the neighborhood residents and the school.    Neighborhood gets use evenings and weekends.    The school gets use mainly during school hours.  

 

The Park was put in through a City of Charlotte Matching Grant in 2011.   I signed the contract as president of the HOA.    

 

The use was never exclusively for only Madison Park HOA.   We simply helped make it happen.  

 

Lisa Charde and Stacy Raynor of Seneca Place wrote the grant.    Stacy served on the HOA board for 2 years and this was his special project along with his wives.  

 

Madison Park HOA did a number of grants with Pinewood.  I was involved in them al which included the following:

 

#1 Madison Central Park    (Including helping to get the old school torn down)

#2  Not one but Two Different Keep Charlotte Beautiful Awards for improvements to the property   I wrote one by myself and Russell Hodge and I wrote the second one in 2014. 

#3  Freedom School start up.    We obtain the grant my last year as President.   Valerie Delby president in 2014 did the writing along with the school.

#4  Pinewood / Community Partnership Award.  Obtained by both myself and Russell Hodge.   We met with City of Charlotte and made that happen.    The actual work again was done on that grant in 2014 by Valerie Delby president following me.  However several board members and residents of Madison Park met to do the planning.  That plan is on this site under pages and has been since we did that work in 2014.  

From 2011 through 2013 the Easter Egg Hunt and the Halloween Trunk or Treat was hosted not by Madison Park HOA, but by a resident of Madison Park that was not even a member of the HOA at the time.    It was something she wanted to do for the children.    The HOA simply advertised the event and supported the event.  

 

The same as we did for current HOA president Douglas Welton back in 2013 when I was president, and he said he wished to host a bike safety rodeo program at the park.  We did not do that event from the HOA, but we supported you and advertised it.

 

We also did the same for Andrew Gale of Montclaire Neighborhood who hosted his light making balls for Christmas for like 3 or 4 years in Madison Central Park.  Again not an HOA event, but one we advertised and promoted.

 

I did the same for some teachers at Pinewood Elementary that hosted a Girl Scout drive up sell at Madison Central Park. 

 

Point I am making is it is a community neighborhood space.  Not a HOA controlled space.  

 

In 2014 after Valerie Delby became president and the HOA dropped the National Night Out event because I would not head that up myself.  An event that I would spend more than a year planning pretty much every year by myself only asking for board support and a few volunteers the day of the event.   She then decided to take on the Halloween event and the Egg hunt as HOA events.   Those events have taken place every year, but for some reason even though it was advertised on the Madisonparkcharlotte.org home page as one of the 4 events Madison Park HOA host it was not held last year.    It also did not appear on the calendar this year.    

 

Ruth Tansill who did the Flags for the neighborhood on the 4th, and the Earth Day event at the park, decided to take on the Trunk or Treat.  

 

For some reason she seemed to be getting the run around from CMS ...and even the HOA on her expanded event.   

 

I hope by providing a public copy of the actual grant, that I  personally signed the contract for that this helps clarify to all that need clarification on the topic of the park and the intended use of it.  

 

Being rude to any residents of  Madison Park by HOA board members is unbecoming in my opinion.   I have seen some of the presidents hateful emails to Ruth. He is such a busy man he can't seem to answer emails, even from me.  He was the same way when I was on the board.   I heard I was not the only one.  I would be extra careful with your actions since you are operating a partially Illegal board since you failed to hold elections last year, and part of the boards terms have expired that you have listed as currently serving.    Remember directors get to serve 2 two year terms back to back max.  Then they must come off the board for a year.    Not 5 or 6 years, or what ever you wish.  Bylaws are the bylaws like them or not for the HOA.  Our directors always took their breaks after 2 full 2 years terms provided they were elected for both those terms.  Our officers, unlike since Douglas became president the first year, were actually voted on every single year by the membership from the start of the HOA back in 2001, until 2015 when Douglas became the HOA president for that year.  Officers all served one year terms and were elected every single year by membership.

 

Most people perhaps don't know what you are doing, but I spent more than a decade serving in the HOA,  and I have a great memory.   Plus if you need to figure out which board members are not eligible to serve simply pull the minutes on this site which is the only place you can find them all.   

 

I guarantee you that you have not kept the minutes as you should from the beginning of our HOA board.   Matter of fact you didn't even distribute minutes 3 or 4 times this year or post them.  That is not legal in NC.  I had every minutes in thick binders and they were passed along to Valerie Delby in 2014.   Former President and long time director Ken Davis helped us put those binders together.  

 

Anyway, I wish our HOA continued success, but straighten up and do it legally and fairly.  Douglas if you are so busy and doing a volunteer job that you can't answer an email then get the Hell off the board and let someone with more time step on board in that role.   You frankly were never one to get your hands dirty when your served on my board.   Excuse after excuse why you could not do something, or volunteer for and event.  We all knew you could not be counted on for anything.   You did 

Valerie the same way in 2014 when she was president. 

 

How are board has gone from 15 board members including 4 officers down to the small amount now I must wonder.    Hopefully there will be public elections held this year, and the required nomination period.     

 

Again, I wish to nominate Ruth Tansill for the board.    Please consider this open ended until the time you hold open nominations for elections.    

 

If what I said makes any of the board angry get over it.   It is all the truth!   

 

 

 

 

Pinewood Community Partnership Summit Recap

 

 

The partnership summit recap is what I mentioned above in a post.   It has been on this site for years.   

 

 

 

There were years of grants, and 100's of volunteer hours put into Madison Central Park and the Pinewood School.   So it is wrong that CMS is trying to charge a fee for use of the property.  Hopefully now that CMS has a copy of the actual agreement they will have a change of heart.      Plenty of sweat equity has gone into that space and school.  

 

Margaret Sexton raised a lot of money for the fall festival even after she came off the HOA board last year.   I was told that the HOA did not provide any funding for the event last year which was not the plan for the community festival.    Not counting Margaret as the HOA because what she did it was on her own and not as a board member.
