Traffic Calming Funds held by CDOT $1,253.80 earmarked for vinyl replacements on signs in the future.

 

Every single month since I was able to recover 14 K from CDOT for money that they stated we did not have left for our use the HOA / Board had this statmeent as part of our monthly HOA meeting minutes.   

1. It showed accountability for the funds

2. It was a written record of unused CDOT funds being held on behalf of the HOA from an initial 20K given to the HOA for traffic calming many years ago by the Magnolia Apartments on Park Road.   

 

The initial 14k I recoverd many years ago from CDOT after reading every single copy of the HOA minutes going back to the creation of the HOA in 1999, and writing down anytime those  CDOT held funds were used for humps on Seneca Place and Wedgewood Drive and the brick pattern tops.   CDOT had told me and the HOA board we had no funds left.   That was simply not the case.   

 

CDOT gave the HOA the opportunity to use some of the funds held for our sign toppers and free standing signs after I asked if we could use the funds on the grant for signs, if we added speed limit signs to the poles.  CDOT said they did not want to add speed signs, but that we were welcome to use the funds on the grannt.   The board voted and the membership to use it for the grant and that is what happened to the money.   Of that 14K the balance was $1253.80 held and noted to both CDOT and the City of Charlotte Matching Grant department in the contract signed for those signs.  It was also noted that the remainder amount and 10% of each years budget would be held to go toward future sign vinyl repairs. 

 

Signs were estimated to have a life of 7 years. We selected colors that CDOT recommended to resist fading   Our signs have held up great.   Take a look at Colonial Village on Scaley Bark.  Their signs are a black blob as they have faded.    If you are over at South Park look up at the traffic light poles and see how many street name signs appear to say South Fairview and South Sharon Etc.  The reason the Park porition of  the South Park signs on a large number of their toppers has faded away.   They installed their signs in South Park after us.  Colonial Village did their signs prior to us. 

 

Anyway I noticed a couple of months ago that the CDOT funds were no longer being mentioned in the minutes.  Many of the minutes if they came out at all in 2017 wree months late.   I looked back and saw the last time the CDOT held funds statment in the minutes of the HOA  was mentioned was in the Fall of 2016.

 

I inquired after the minutes of the HOA last month to the president of the HOA and received  no response!

 

My question was simple!

 

Where is the money that was being held.

 

I see no mention of its use in any HOA minute for the entire year of 2017.

 

Was the money spent on something else and not reported?

 

Was this just an oversight and the funds remain at CDOT?

 

Was the money obtained and is is part of the current reporting budget?

 

Has it been stolen?

 

Just what happen to it.

 

Why would the current self appointed president who so badly wants the bylaws changed not respond to my direct question on where the funds went.

 

These are the question that I must wonder when my inquiries went unanswered.  

 

Again these funds were mentioned every single month for years until all of a sudden they dissappeared, or at least stopped being mentioned after the fall of 2016.

 

I went to a lot of trouble to ge the funds back years ago.  I spent literally hours researching through those minutes.  So to me at least it is important to know where or what happened to those funds 

 

One board member said maybe it was being reported in the total treasurery report.  If yes how did it get from a seperate line item held by CDOT into the HOA direct account totals   Why was that not pubically reported to the community. 

 

Another suggested  I  ask the tresurer directly, since the president did not respond, but I am pretty sure the treasurer quit this year shortly after the election?    Plus why should hte president not be able to answer the question?

 

Anyway since I have not received any concrete answers I have decided to make this public.   Maybe we will get a nice public response to where those funds have gone if anywhere.

Also in regards to contacting the HOA why has the HOA not bothered to update their contact list on their web site.    They still have 2017 board members listed and people that are no longer on the board including a couple that are which actually should not still be serving on the board per the bylaws that we actually are legally obligated to operate under.   

 

The bylaws exist for a reason and they should not and cannot legally be ignored.   They are as much for the community as for the opeational standards of the HOA board.
