Simply call 311 and let them know. They will send out a repair person.
Normally they say leave cart roadside until the repair. It works best if you call the first of the week prior to the pickup. That way it normally gets repaired in a day or two.
Not a bad idea to put a note on front of cart can out for repair. That way codes will not pick it up as violation of being out early or out late.
This works for other needed repairs on roll carts.
