Previous Minutes: Minutes of March 2, 2000 approved as published.
Treasurer's Report: Balance of $1,015.38. Robert Thompson submitted bills for photocopying of $15.03. Payment approved.
Correspondence: "Shelter-in-Place" brochures from Carolyn Keith at the Mobil Refinery provided to Jack Perry.
Guest Speaker: Linda Cessna from the Torrance City Environmental Department spoke regarding city codes.
?· Handed out the same summary sheet of city codes that was previously distributed with the Madrona Homeowners newsletter (as copied from the Southwood homeowners association).
?· Complaints can be made anonymously, otherwise the caller's identification can be made available to the public.
?· Grandfather clause may be in effect for some properties that may appear to violate current codes (e.g. paving >50% of front yard).
?· Garage sales advertising not permitted on public property.
?· One of the most common complaints is barking dogs.
?· Complaints of 1633 Hickory (car on lawn) and 1716 Date (vacant property, over-grown vegetation) were voiced.
?· If cars are parked on lawn a warning will be given to the resident. If a 2nd complaint is processed, then the car can be ticketed by the city. This policy has been enforced for roughly 6-months.
?· Complaint about fire department trucks entering station at night via Date Street rather than Carson Street.
?· If the recyclable container is not emptied, please call 328-5210.
?· Current codes being revised and reviewed. There is now closer cooperation between the Environmental and the Legal departments.
?· City does not typically clean-up properties that require maintenance. The city can place a lien on the property if the owner does not correct problem.
2850 Monterey: City Council approved Monterey street use for sales and construction for a period of 1-year. Park del Almo access to be available at that time.
City to investigate the removal of spikes for one-way roadway access to the Monterey Business Park. This is an example of where the city-imposed restrictions on the property use appear to have been forgotten over time.
Old Magnavox Site: Still receiving info from proposed developer. No near term Planning Commission actions planned.
Orals: Jack Perry summarized Mobil Refinery's "worse-Case-Scenario" to be a chemical release when unloading a truck full of chemicals. Plume to affect up to 3.2 miles with an assumed 3mph wind speed.
Emergency Radio System - Receiver to be delivered to local schools. Will be available to the public for approx. $200 sometime in the future. Torrance information can be found on the radio (1620 am), but many are unable to tune to this station.
Time Capsule: Local firm will not honor verbal price quote to make brass plaque. Additional source to manufacture plaque needs to be obtained.
