A suggestion - reach out to the neighboring communities and request their landscaping company information and the pricing they are paying. 

Hi. We welcome any suggestions on who to send the bids out to. We make every effort to get as many bids as possible. For this season we had a total of 8 bidders for landscaping. We had sent it out to more, but a couple did not bid. If you know of a contractor please pass along the name and contact information.

As I said, I really think for the amount of dues we all pay (to give everyone an idea it's a total of $60,000+ if all homeowners pay their dues each yr), my neighbors and I should not be picking bag worms off our own landscaping that is spreading from untreated shrubs in the parking pad areas. We have no community pool, tennis courts, club house...nothing. We haven't even used funds for snow removal in 3 seasons. With that being said and 8 bids, I do believe our community could look much better. If we get the bids, who votes for the landscaper? Just the board? Just wondering if everyone does legwork will they get a vote? I will get in touch with my last community that had ponds and similiar amenities, to see who they use. Bottom line, you hired someone to do a job, they are not doing it after we all paid...they breached their contract, the homeowners are unhappy and nothing is being done. No one is blind to the landscaping issues, not even the Board. This isn't about who has an xtra 10 sq ft patio, or fence they shouldn't have up or who parks in a pad...it's about the appearance of where we all live. And it has significantly declined in 3 yrs.
