There are a couple of dogs on Pampa that wake my husband and I up at all times of the night. And have a constant pattern of barking from about 6:45am - about 8:00am. I am sleeping until then. At first they were new dogs, but this has gone on for about 4 months. Doesn't this bother the owners as much as it bothers us? We have 2 dogs also. But they only bark if they see some one. I have looked over the fence and these dogs sit out in the yard and bark at nothing. I think they just want in.
What can be done about these very annoying dogs?

I agree with you that there are some very vocal dogs in the area of Pampa/Posada. It is a noise disturbance. Have you tried talking to the neighbors that own the dogs? You apparently know where they live if you can look over your fence and look at them. Try going over to talk to them, if they aren't there, leave them a friendly note. They might not know that their dogs are that distubring. If I were the dog owner, I would appreciate being told if my dog was being disruptive what I wasn't home. I can't do anything about it if I don't know about it :)
If the contact or the note don't work, you can call Mesa police to complain about a barking dog as it is a city ordinance. I can tell you that if you continue to remain annonymous and the police respond and they don't hear the dog barking for whatever reason (dog is sleeping, eating, drinking by the time they get there) they will not attempt contact and will leave the area because they do not have a victim to the noise complaint. If they do hear something and you are still annonymous, they can attempt to make contact, and let them know about the problem, but no action can be taken against them reference the noise complaint because the officer can't be a victim to the noise. If you DO leave your name, you can become a victim and after a continual problem, the officer can cite the dog owner for the noise complaint. You would be the plaintiff in the case and will need to go to court and testify. The punishment can range from a fine to taking action reference the dog, that's up to the judge.
My first suggestion though, is that you attempt to contact your NEIGHBOR politely that you have a problem with their dogs and see if you two could work something out.

You can try several things. First, go to your neighbors and talk to them about the problem. If that doesn't work you have two alternatives. 1) ask for a mediation assistance from the City of Mesa Neighborhood Outreach Office OR 2) Call the Mesa PD - the owners can be fined for thier dogs behaviour.
Best of luck.. I hope your neighbors and all of you in that have dogs realize how annoying thier barking can really be.

(I know you did not mean to post this as an Anomymous message. :)
What Tricia said makes sense. Talk with the owners first. Here is a story of our own neighbors' barking dogs:
We had new neighbors move in beside us this past summer, Jen and Paul Simpson. Whenever they were home, their dogs were as quiet as churchmice! However, once they left to go to work, their dogs begin barking ... and barking ... and barking and did not stop until they returned!
We really did not know them, although Paul had grown up in this neighborhood and his parents still live here.
One day we had listened to the dogs bark as long as we could and had made up our minds that it was best that we approach them about it. We happened to see Jen and Paul out shopping that same evening and Jim talked with them about it. They DID NOT EVEN KNOW their dogs barked while they were gone because once they came home -- their dogs were HAPPY little doggies once again!
That very night, they purchased a ''shock collar''. NO MORE incessent barking! They have trained the dogs and moved the collar from one to the other and do not even have to leave it on much at all now. We have told them just how much we appreciated them taking care of the problem so quickly. Everyone should have a neighbor so considerate!
So ... I bet if you talk with them ... give them some suggestions possibly ... they may do something.
