Regular Meeting: February 4, 2003
Maunawili Valley Neighborhood Park
Present: Jim Corcoran (Director); Nancy Crittenden (Staff: Councilwoman Barbara Marshall’s Office); Joanne Flannery (Kailua Historical Society); David Laeha (President); Suzy Hemmings (Director);Robert (Boys’ Home); Linda Ure (Secretary).
The meeting was called to order by President David Laeha at 7:15 p.m.
Approval of Minutes forJanuary 7, 2003 Regular Meeting:
Minutes of December 3, 2002 were approved as circulated.
Maunawili Boys’ Home: Staff member Robert reported that most of the boys in the home are in the process of the graduation process, beginning last week and going through the next several months. In response to questions Robert reported that no boys are from HYCF, no boys are violent offenders and no boys are sex offenders. The 6 beds are Felix identified. Two staff persons are in supervision of the boys 24/7. An invitation was extended to the Boys’ Home staff to attend the Annual Meeting to be held in April.
Elected Officials: Nancy Crittenden 1) furnished copies of public documents as requested by the MCA and provided contact persons and numbers to obtain further documentation concerning Windward Regional Park; 2) it was noted that the public forum meeting held by Councilwoman Barbara Marshall, in Kailua was greatly appreciated. Further meetings will be held in Waimanalo on February 27th and in Kaneohe March 25th;; 3) it was noted that the maintenance of the park, to include the dryness of the landscaping, was of concern, and the lights in the pavilion remain uncorrected after over a year; 4) it is appreciated that the cross-walk for the park has been moved for the safety of pedestrians as per the request of the MCA; 5) an on-going dialogue addressed the placement of a Blue mail drop-box in the vicinity or the perimeter of the park; 6) it was again requested that the bus stops at Auloa Road on the highway be assisted through the City Council as they have both been placed in the CIP budgets for 2003 (one of which is from the Kailua Neighborhood Board # 31; their CIP item # 3 ) the other the Planning and Zoning committee to the Mayor’s budget line.
Windward Regional Park: The final status of the Conservation Easement remains in question. It would appear that the budget items to purchase the land and the easement have lapsed. It was noted that the granting of the CUP in 1986-8, filed in court in late 1992, included a covenant for no residential development on Golf Course land for 20 years, or until the end of 2012. These items, along with the archeological report and the newly filed Preservation Plan require further study by the MCA. It was noted that the Preservation Plan required to be filed by Weinberg-HRT is available since its filing in October and that the contact person is Sara Collins with the State of Hawaii Preservation Department at the Department of Land and Natural Resources, phone 692-8026, fax 692-8020. It is of note that the necessary flags for historic preservation have recently been placed on the Tax Map Keys in the City & County Department of Planning and Permitting Department and on the City Web Page. This flagging effort will assist in requested permits being scrutinized for preservation of historically significant properties and buildings. Residents notified the Board that the Cook’s house has been demolished and two new structures have been built near the Hedeman (Boyd or Erwin) House and that grubbing, grading and deposits of blue stone gravel have been placed about the property. It had been noted that the flagging for historical preservation had not been carried out by the responsible agencies in government in a timely manner and the permits appeared to have been secured after the demolition and building had been completed. Photos were given to the MCA for documentation. Letters will be written to request further information regarding the historic preservation of the Queen’s Bath and surrounding structures, trees, walls, and petrogliphs. The MCA has conferred with the Kailua Historical Society to identify those items of concern to the residents of Maunawili Valley. The criteria for addition to the state preservation registry requires a number of things to include the historical significant to a person or an architecture, be over 50 years old, and the landowner agrees to maintain the site by some means. As the Preservation Plan is on file and being reviewed by SHPD of the DLNR it remains important to see that no additional structures or artifacts are disturbed or demolished. It was noted that since the eviction of the farmers on the land adjacent to Maunawili Estates feral dogs and feral pigs are roaming the residential area. DLNR will be notified.

Annual Meeting: The annual membership meeting is scheduled with Trinity Church and School on MONDAY, April 7, 2003 at 7:00 p.m. It was noted that a lead time of three weeks would be necessary to notify the community for the Annual Membership Meeting as well as any Pot Luck activities.
