Regular Meeting: March 4, 2003
Maunawili Valley Neighborhood Park

Present: Jim Corcoran (Director); Clifton Gadsden (Rep. Pendleton’s Office Staff); Rose Faria, (Treasurer); David Laeha (President); Linda Ure (Secretary).

The meeting was called to order by President David Laeha at 7:15 p.m.

Approval of Minutes for February 4, 2003 Regular Meeting:
Minutes of February 4, 2003 were approved as circulated.

Elected Officials: Clifton Gadsden 1) Legislative Cross-Over day had begun. State Senate has sent over 96 bills to the State House while the State House has sent 26 bills to the State Senate. 2) Rep. Pendelton’s father, Richard Pendleton, was hospitalized at Castle Medical Center, briefly, however, Mr. Richard Pendleton will be an attendee at future MCA meetings. 3) Inquiries have been made to identify the exact Tax Map Keys for the Historic Preservation Sites in Maunawili Valley for their protection from destruction. 4) A “Support the Troops” rally would be held March 5th at the Pohakapu Park in support of the 300,000 troops in the Middle East and South Korea.

Old Business:

The In-line Skating Hockey League Association is using the Maunawili Valley Park Monday through Thursday from 4-8 p.m., for its games. Will Ho stated that the Maunawili Valley Park is the only park being used by the League. Complaints from residents for the loud music, damage to the court surface, strained relations with residents utilizing the park has prompted Will Ho to address issues of 1) Safety, 2) the inappropriate domination of the park by the League, 3) possible inappropriate behavior by the League coach and players. Concerns were taken to Mr. Will Ho and the League Secretary, Ms. Lori Apekee, however the concerns of the residents of Maunawili Valley are not satisfied with the current situation. The court used by the League does not have appropriate barriers to protect other park users from flying pucks, such as the standard Plexiglas sides and nets. The unsportsmanlike behavior of the coach may impact negatively on the League members. It has been suggested the MCA take the will of the community forward to the Parks and Recreation Committee of the Kailua Neighborhood Board to address a) possible rotation of the League to other parks in the Ko`olaupoko area besides Maunawili Valley Neighborhood Park, or b) cancel the permit to use the Maunawili Valley Neighborhood Park. It was noted that the City has the responsibility to permit in the parks, however, all permitting should be appropriate, fairly distributed, and safe for the other users of the park. Councilwoman Barbara Marshall’s offices will also be notified of the current situation. A notice will be placed in the MUSE to allow residents the opportunity to speak on this issue at the Annual Membership Meeting on April 7, 2003.

Treasurer’s Report: The annual Revenue and Expenditure Report for February 1, 2002 to January 31, 2003 was submitted (copy attached) and approved unanimously by the Board. The Proposed Budget for February 1, 2003 to January 31, 2004 was submitted (copy attached) and approved unanimously by the Board.
Annual Meeting: The Election of Directors, Executive Committee and Officers will be held at the Annual Meeting, April 7, 2003. The Board of Directors shall number four (4) to ten (10) and shall serve a minimum of one year, commencing at the close of the annual membership meeting. The Executive Committee members will be elected to serve a minimum of one year, commencing at the close of the annual membership meeting. At least two (2) members of the Executive Committee shall serve for a minimum of two (2) years. Officers shall be the President, Vice-President, Secretary, Treasurer, and Membership Officer.

The Current Slate of Officers will include, but not be limited to:

Director, Executive Committee, and Rep. to the KNB # 31: Jim Corcoran

Director: Suzy Hemmings

Kailua Neighborhood Board Report: Jim Corcoran reported on 1) issues relating to environment to include the current TMDL study being done on Kapa`a Stream and its impact on Kawainui Marsh. 2) Legislative issues in 2003 that directly affect Public Access to participate in government and access assistance and documents to that end.

Windward Regional Park: Discussion on the destruction of historic sites surrounding the Hedemann House, the discussions between NaAla Hele Trails (DLNR) and Weinberg-HRT concerning the quit claim process for Old Government Road and whether, or not, the funding is still in place for the purchase of the 900 acres for Windward Regional Park and the Conservation Easement to access the Windward Regional Park. Letters have been sent from the Kailua Neighborhood Board requesting additional information concerning these and related matters. Councilwoman Barbara Marshall’s office has assisted the community in obtaining information to address these matters.

There being no further business, the meeting was adjourned at 9:43 p.m.
