Call to Order: Director Jim Corcoran called the meeting to order at 7:07 PM.
Present: Jim Corcoran (Director); Rose Faria (Treasurer); Suzanne NcNalty (Family & Child Services, Inc.) and staff members - Veronica, Robert, Shawn; Linda Ure (Secretary).
Minutes: Regular meeting minutes for June 4, 2002 were accepted as circulated.
The agenda was taken out of order.
Boys’ Home: Administration (Susanne McNalty) and Staff (Robert, Shawn and Veronica) from the Boys’ home, located at 1002 Lunaai Street, discussed with the community members present several complaints that had arisen in connection with the boys’ home, i.e., seen walking in the roadway en-route to the park, without apparent supervision and in the park when an alleged incident took place. It has been noted that in years past that the intersection where the home is located has had incidents of criminal activities, however, the parties responsible were not from the Boy’s Home. All incidents have been discussed with the Boys’ Home Administration and Staff and HPD did investigate. It was noted that the Boys’ Home has been in the community since the mid 1980’s, however the changes from the Oahu Youth Services umbrella to the Department of Health (DOH) has altered the client profile and number of clients served during the past several years. The eight bed capacity has been reduced to six beds. The services are to the age group from 12 to 18 years of age. The services are provided to clients that are not violent offenders, rather clients that require stable supervision and counseling to deal with gaps in parental ability to address adequately school and peer pressures underlying truancy and peer issues. The Boys’ Home no longer services clients furloughed from the OYS facility, rather referrals are now from the DOH oversight of youth services and DOH is responsible for inspection and regulation of the home. All of the youths attend school full-time and are engaged in individual, peer, and group counseling to address becoming stable and productive community citizens. The boys are involved in a number of community service projects with the greater community of Kailua. It has been suggested that community service projects may be developed with the Maunawili Park Community in order to facilitate the youths in becoming positive participants of this community. The Boys’ Home has the services of Master Social Worker, Psychologist, and Psychiatrist to work with the youths. The youths are supervised 24 hours a day, seven days a week to include staff, in the house, awake, at all hours of the day or night. The 24-hour staff line at the home is 261-0293. Susanne McNalty can also be reached at 681-1495. A recent program change was implemented which allowed a one-hour free time to walk to the park when the youth has successfully completed behavioral milestones. These free-time hours have been suspended for the boys responsible along with losses of other in-house privileges and will now have to be re-earned by the boys. The Boys’ Home will have a representative attend the monthly Maunawili Community Association Board meeting to address anticipated progress and to keep the community informed. An invitation has been extended, and accepted, for the residents and staff of the Boys’ Home to attend the August Pot Luck in the park.

Kailua Neighborhood Board Report – Jim Corcoran: 1.) the Kailua Neighborhood Board held its annual election of officers in June and Faith Evans was re-elected Chair, Kathy Bryant-Hunter was elected Vice-Chair and Jim Corcoran was re-elected Secretary.
Treasurers Report: Reimbursement for the newsletter publication for $ 91.67 and reimbursement for annual filing fee for $5.00 were completed. The balance in the reserve funds and the operating checking account are $3,791.61.
Public Informational Hearing: Waimanalo Gulch Sanitary Landfill: Jim Corcoran and Linda Ure attended the Public Information Hearing at Kapolei Hale on June 10, 2002 and the Department of Environmental Services are requesting an extension of height of the current landfill and extension of the time the landfill will be open for another eight months. A request for an additional period to use landfill is requested with the promise that other means to dispose of waste: H-Power expansion, recycling of metals, wood, etc., will result in disposal of the remaining waste stream. Plasma Arc will result in no further need for sanitary landfills for Oahu in 2008.
Facilities Tour of Hawaii Medical Vitrification – Plasma Arc Facility: Jim Corcoran and Linda Ure toured the Hawaii Medical Vitrification facility at Campbell Industrial Park June 8, 2002 which employs the processes of Plasma Arc to reduce medical waste to glass to be used in industrial applications. The process has no emissions and no residue for the Sanitary Landfill at Waimanalo Gulch. Several of the Hospitals use this procedure now. The balance of
Hospitals and medical facilities have contracted another process that has emissions and sends its residue to the Sanitary Landfill at Waimanalo Gulch.
Summer Pot Luck: The theme of the summer pot luck is “Meet Your Neighbors.” The event will be held from 5:00 p.m. to dark, on Saturday, August 3, 2002 at the Maunawili Valley Neighborhood Park. Menu will be pot luck. The Association will provide plates, cutlery, cups, napkins, some tables, and ice. Attendees are requested to bring a sit-upon, a dish of their liking, enough to share, and spend some time getting to know their neighbors. Signs will be posted on the bulletin boards prior to the event.
Candidate Night – October 2, 2002: The Maunawili Community Association will participate in the hosting of a Candidate Night slated between the primary election and the general election with many community associations and the Kailua Neighborhood Board to assist in allowing voters in the district to query candidates seeking office in the general election. Flyers will be distributed closer to the event as a reminder to community members to mark their calendars.
Adjournment: There being no further business of the Board, the meeting adjourned at 9:00 p.m.
