Regular Meeting: August 5, 2003
Maunawili Valley Neighborhood Park Pavilion
Present: Jim Corcoran (Director); Suzy White; David Laeha (President); Richard Pendleton (Rep Pendleton’s office); Pat Lakatos; Linda Ure (Secretary).
The meeting was called to order by President David Laeha at 7:10 p.m.
Minutes of June 3, 2003 Meeting were approved as corrected with the following insertion “The road signs at Auloa Road at Kal Hawaii for both the upper portion and the lower portion are confusing as both are labeled Auloa Road.”
Treasurers Report: No report
Bus Stop at Auloa Road and Kal Highway is reported by Councilwoman Barbara Marshall’s offices to still retain the funding. The need for an agreement on the adjacent land owned by the state to be made available for the bus stop is still in process.
Grubbing and Grading in Maunawili: The activity in the gulch between Maunawili Road and Lunaai Street continues. The interior 6 acres has been inspected by the City and been determined that asphalt may be used as a fill substance if it is under 8 inches in diameter. However, violations in July for illegal grading in the back portion of the property and for work conducted on Sunday with machines after 3:30 pm have been noted. The history of the property was discussed. The original parcel was 11+ acres and currently one 6 acre portion has been fenced by the new owner to demarcate the property. The interior 6 acres is on agreement of sale. Russell Ho will continue to inspect. The City system has no permits for subdivision or condos for the parcel of land. The parcel on Maunawili Road at Maunawili Circle/Maunawili Road intersection is an l-shaped lot of 8.6 acres owned by Mr. Tod Tanaka with the additional purchase of 2.0 acres from St. Louis H.S. The property now under development is a full 10.6 acres and may be permitted under Ag2 for 5 2-acres lot homes.
Post Office Box: Sites were discussed for the placement of the post office box in Maunawili. 1) Maunawili & Lunahelu Street 2) Inside the Maunawili Valley Neighborhood Park with an access opening the fence 3) or a turn-out at the Park between the stanchions and the Maunawili Road. In the past a mail collection box was in Maunawili, however, vandalism was the reason the Post Office cited for its removal. The location at Maunawili Road and Lunahelu Street would likely be visible enough by residents and passer-bys to deter this vandalism.
KNB Report: 1). the possibility of Kapaa Quarry remains as a landfill site. The Mayor has formed a Blue Ribbon Panel to find a new landfill site as The Waimanalo Gulch Sanitary Landfill is required to close in five years. The Kailua Neighborhood Board is on record as opposing the Kapaa Quarry site; Ameron opposes the Quarry being used as a municipal landfill; Mitch D’Olier of Kaneohe Ranch opposes Kapaa Quarry for a municipal landfill, however, an industrial landfill may be an option. The Mayor’s Blue Ribbon panel does consist of such members as the Chair of the Kailua Neighborhood Board, Kathy Bryant-Hunter, Representative Cynthia Thielen, Environmentalist Erik Gunther, and former Councilman Steve Holmes. These persons are on record as opposing a landfill site at Kapaa Quarry. It must be remembered that there is tremendous pressure to locate a new landfill site by the Mayor.
BWS: an inquiry shall be made to BWS whether the upcoming water main project will address development in the valley, or repairs and breaks.
Pot Luck: Saturday, September 13th the community pot luck begins at 5 p.m. Invitations will be sent to elected officials, MECA, Olomana, Pohakapu and Weinberg/HRT. The purposes of community pot lucks are to allow residents to mix and have fun.
Bumperstickers: Supplies of bumper stickers are very low. Before re-printing the concept of a new design will be discussed.
Community Bulletin Boards: The concept of a white dry-erase board with stenciled Logo and contact information for the community was discussed.
KUDOS: To Councilwoman Barbara Marshall’s offices for having “Lake Maunawili” repaired to drain Maunawili Road correctly. Our residents thank you.
