Regular Meeting: December 2, 2003
Maunawili Valley Neighborhood Park Pavilion

The meeting was called to order by President David Laeha at 8:00 p.m.
Minutes: November 4, 2003 minutes were deferred to next month.
BWS and the upcoming water main and fire hydrant project: Members of the Maunawili Estates Community Association were present to discuss the ramification of the project. An 8 inch main will be placed under Maunawili Road and Maunawili Loop from Auloa Road to Aloha `Oe Drive. Fire Hydrants will be placed on Maunawili Loop and Maunawili Road. In the residential area the spacing will be approximately every 350 feet, in the agricultural area the spacing will be 650-700 feet apart. The cost of this project will be $1.6 Million. The project is scheduled to begin in April 2003. Concern was raised as to whether the 50 acres of AG 2 land was being developed and prompted this water main project. While it was noted that 25 homes can be placed on the 50 acres of land, it has been stated at the KNB meetings that Weinberg/HRT is not planning such a development at this time and has placed a gate across the entrance road located approximately at Aloha `Oe Drive to discourage access to vehicles. It was questioned as to whether the development of the area behind the yellow gate was in process. It was recalled that the Covenant on that property disallows development at this time. However, this portion of the Luana Hills property was originally planned for a Golf Academy, Snack Bar and Pitch ‘N Putt and it appears some work has been done to this end, although the building permits were secured after-the-fact and fines were imposed by the City DPP. It is also noted that access to the property must not go through the community, but rather through the existing Golf Course property. It was of note that two water main lines already exist under Maunawili Road and it seem redundant to add a third line. Perhaps only the fire hydrants might be installed for safety reasons. Inquiries will be made the MCA to the BWS.
Kapaa Quarry as a future Sanitary Landfill Site: Four members of the Mayor’s Blue Ribbon Panel resigned from the Task Force when the rules of consensus were changed to a vote of the majority. The leeward area was over represented in respects to voting members and caused Waimanalo Gulch Sanitary Landfill to be withdrawn from the list of possible sites despite the fact that the City already owns the property and WGSL is the most cost effective location on the Island of Oahu. The five months of working with the criteria to develop a list of 5 sites was undone. Representative Thielen, Kathy Bryant-Hunter, Erik Gunther and Bruce Anderson were the four members who resigned. It must be remembered that Kapaa Quarry is still a prime target despite community protest. 500 semi-truck trips will be the increase on Kapaa Quarry Road, passing either La Jardine School or Kaleheo High School. Kapa`a Valley already hosts a transfer point, a green waste and several closed landfills. One may recall that when the sanitary landfill was still operating in Kapa`a Valley that the trash bags, noise, and smell wafted over Kailua Town and endangered the environment of Kapa`a Stream, the Kawainui Marsh and Kailua Bay. Other landfill sites might be explored such as idle military land that could be leased, the 3 quarries at Barbers Point that are non-operational. The cost of an EIS, lining the pit, the substandard road network that would have to be maintained, all this would be cost to the taxpayers while a city landfill is still owned by the city. The department of health has the final permitting action in this process. Maunawili Community Association goes on record to oppose the Kapaa Quarry as a Sanitary landfill and alternative sites must be examined.
Clean up Day: in November was not as well attended as hoped for, perhaps because of rain and short notice. Residents from Maunawili Community Association and Maunawili Estates Community Association attended and helped to clean predominately the entrance to Maunawili. The Opala work crews were arranged to pick up the bags of green waste at designated point in Maunawili after the event.
Longs Parking Structure. A 3 or 4 story parking garage, with an elevator, is being planned by Mitch D’Olier of Kaneohe Ranch for downtown Kailua behind Longs Drug Store’s new addition.

Soil samples are currently being tested by driving a number of piles into the ground. There are concrete spans stored on the property now. The City may or may not choose to participate with one floor designated as a Park N Ride. The parking structure would be located between Longs Drugs and the Bowling Alley. There has been no comprehensive Master plan shown to the community and a traffic study has not been done; nor has as parking space study been done. Maunawili Community Association has reported to the KNB that it opposes a parking structure in Kailua. We want to keep Kailua Kailua.
Christmas Events: Judging of home and yard decorations will be done again this year and honorable mention shall be placed in the MUSE
