In Attendance: Rick Brounstein, David Linn. Jennifer Tamayo, Craig Bach, Maria Sworske, Alema McCrea, Erica Cutler, Sarah Selden, Lisa Laurenceau, Afifa Ahmed-Shafi, Nelle Waldroff, Julie Locke, Marko Lamsin, Alta Gaylord, Roger Warner

7:00 pm – Meeitng called to order by Chair Sandra McDaniel - Introductions

7:05 pm – Roger Warner requested an annual donation to support the Arts in the Parks
Program, which puts on art and music events in parks over the summer. Four events will be held in Mt. Tabor Park in July. He also requested an increase in the contribution from $250-to-$500, matching Mt. Tabor Neighborhood Association

7:08 pm – Treasurer Report – David Linn

7:12 pm – Motion by Lisa Laurenceau to give $300 now and $200 after the annual
neighborhood clean-up – 2nded by Rick Brounstein

7:13 pm – PPB report – Officer McGuire Absent

7:15 pm – Roger Warner suggested promoting National Night Out at July events

7:16 pm – Outreach – Sandra McDaniel encouraged people to use the website and
comment board, Greg suggests emailing News4neighbors to post link, discussed future possibility to raise advertisement revenue on a custom neighborhood website.

7:20 pm – Erica Cutler volunteered to look into the cost of Montavilla related domain
names for future website
7:30 pm – Newsletter committee report – Erica Cutler / Jennifer Tamayo – Newsletter is
ready for printing but cost was higher for printer that had wanted to print for free. Efforts are still being taken to procure free or discount printing.
Distribution areas have almost covered the entire neighborhood but is still looking for volunteers to make sure everyone gets a copy. Glo Loco has offered to assist distribution as a central point for volunteers to pick up copies.

7:34 pm – David Linn motions to authorize the entire SEUL communication budget
(~$686) for the printing of the newsletter pending efforts to find discount printing – 2nded by Josh Shirley

7:35 pm – Land-use – Sarah Selden - April 18th, PDOT asking for public testimony on a
local improvement district along SE 80th & Mill – street and sidewalk improvements – @ Holgate Library 6 pm
- Jeffery Rose of the Lents Neighborhood Association has been working towards crafting Good Neighbor Agreements with many area convenience stores know to sell products used for drug-use. Duel use items (household items easily converted) could be changed to accomplish only the household uses. Sarah volunteered to prepare draft agreements in coordination with the public safety committee, to be reviewed at the next general meeting. Josh mentioned this is a recurring issue at the police forum.
7:54 pm – SEUL delegate – Lisa Laurenceau – City of Portland charter review – 3 areas
concerned Portland’s form of government, the PDC and its accountability, and changes to the civil service charter. The Board is concerned about the proposed closing of 11 schools and is requesting more time for public comment.

7:56 pm – SEUL liason – Afifa Ahmed-Shafi – SEUL has prepared a brochure for use by
neighborhood associations titled, “The Basic Guide to Running a Neighborhood Association” – SEUL is hosting leadership classes for newly elected board members in May – SEUL is also hosting regular networking forums to encourage neighborhoods to share their successes as well as failures – see southeastuplift.org for details.

8:00 pm – Sandra pointed out that Pizza Hut has offered to allow parking on their lot for
neighborhood meetings, they just request that people use the far spots and inform the staff.

8:01 pm – Alta Gaylord expressed her neighbors frustration concerning the speed-bump
request process, Sarah said the land-use committee could look into it

8:10 pm – Discussion of elections concerning the nomination process, this will be
conducted by open nominations at next meeting, before a vote. In appreciation for her long record of neighborhood involvement, Alta Gaylord was nominated to be awarded a board position as a member-at-large, but she graciously declined. There was a discussion about the promotion of committee chairs to board positions. The newsletter committee was assumed to be placed under the Outreach committee concerning board votes.
8:25 pm – Motion by Lisa Laurenceau to promote the Chairs of the Outreach, Land-use,
and Public Safety Committees to voting members of the Board – 2nded by Rick Brounstein
17 – For 0 – Against - Passed

8:26 pm – Sandra outlined the details of the annual Neighborhood Clean-up (see flyer for
details) – Volunteers wanted
- Alema announced METBA will be doing a general Spring cleaning along Stark St. on the same day
- June 18th Weed and Seed Meeting
- June 24th Leadership training
- April 22nd 10 am– 12 pm Bridger Rainwater event

8:50 pm – Sandy expressed concern over graffiti in the neighborhood and suggested
volunteers should assist their local areas. David said the outreach committee would attempt to gather a list of volunteers who may want to paint over it.
