Meeting Minutes

In Attendance: Neele Waldroff, Alta Gaylord, Ruth Hander, Afifa Ahmed Shafi, Maylorie Townsend, Maria Sworske, Joshua Shirley, Craig Bach, Erica Cutler, Glenn Rice, Justin Cutler, Sarah Selden, Julia Earnest, Alema McCrea, Marco Lamson, Lisa Laurenceau, Sandra McDaniel, David Linn

7:05pm - Introductions

7:10pm - Proposal by David Linn for the formation of a intergovernmental
committee. It was described as a means of developing a formal link between the neighborhood and other levels of government and our representatives. It main goal is to inform both citizens and representatives. Formation of the committee will be decided at the April meeting pending the appeal to any potential committee members.

7:15pm - Discussion of distributing the MNA newsletter and encouragement to
members to sign up for areas in which they would deliver the first issue. (Coverage was almost exclusively north of Stark)

7:24pm - By-laws - comments -
- the method of mediation was a beginning question with MNA following SEUL guidelines. It was added that the secretary must post the meeting minutes on the website within two weeks, and the agenda 7 days prior to the general meeting. Failure would constitute a dereliction of duty. It was also outlined that in case of secretaries absence, the VP will take minutes. The issue of recalling board members was brought up with the idea of allowing the general membership to recall board members with a simple motion, but it was decided to leave it the way it was, with only board members being allowed to recall.

8:00pm - Summery of by-law changes were read by Sarah

8:06pm - Justin motioned to adopt by-laws as amended - 2nd by Marco - 15 for –
0 against - motion passed

8:07pm - Treasurers report – David Linn

8:08pm - SEUL liaison Lisa - asked for letters of support for the ONI budget
which includes SEUL communications budget, a Minority leadership academy, and grants to neighborhoods.

8:11pm - Newsletter Committee - update of advertising efforts, through a lot of
footwork the Newsletter funding is coming along but is still seeking more
advertisers for the upcoming release. Distribution is still set for the last two weeks of April.

8:19pm - Motion by Lisa for President to purchase a PO Box for the Association
2nded by Josh - 16 for - 0 against - Passed

8:23pm - Afifa handed out updates for SEUL including the upcoming workshop
on lobbying city hall

8:27pm - Land-use update by Sara Seldon
- Proposed Safe school routes program looking to improve safety for children walking to school. Program was also looking for suggestions about possible pedestrian islands, with a total of three planned in the SEUL area.

8:50pm - President Announcement of event:
Outreach meeting for 100 anniversary of Montavilla annexation
March 28th 4pm - A famous African Drummer will be playing and telling children’s stories (location?)

8:50pm - Josh Shirley was appointed by the Board to Chair the MNA public
Safety Committee. Josh has been attending the Portland Police Chiefs forum, and has put many hours into organizing neighborhood watches.
He distributed a recent report on Citizens Perceptions of the PPB

8:58pm - Meeting adjourned
