We are writing to inform your neighborhood of a new apartment community proposed to be built
on the 3100 Block of Thousand Oaks Drive, across the street from the Morning Glen
Subdivision. We have contacted Bexar County Commissioner Lyle Larson, Councilman Tim
Baanwolf, Councilman David Carpenter as well as the District 9 Neighborhood Alliance. We
thought that you should also be aware of the project. The attached information package details
our plans for White Rock Apartment Homes which is scheduled to begin construction in Late-Fall
2000.

Key highlights of White Rock Apartment Homes are as follows:
* Centex Multi-Family Communities (a subsidiary of Centex Corporation) is the developer of
White Rock Apartment Homes. Centex is a Fortune 500 Company founded in Dallas, TX in
1950. As one of the nation's largest and well respected home builders, Centex has already
been an active member of this community's housing development process.

?• The property is currently zoned for multi-family with a density of 33 units per acre. We are
building a high quality 336-unit project which equates to a density of only 21 units per acre.
We are not requesting any variances from the San Antonio Uniform Development Code.

?• Traffic and noise will be minimized since the property wilt be set back from Thousand Oaks
Drive by over 250 feet of commercially zoned property. A well landscaped boulevard type
main entry will lead residents and their guests to the clubhouse/leasing center. Limited access
security gates along with perimeter fencing will provide added security.

* White Rock Apartment Homes has been designed to fit in nicely with the surrounding
community. The Texas Hill County theme will be displayed from the stone masonry and
metal shed roof accents, all the way down through the natural landscaping. Please see project
renderings attached.


?• This property will directly compete with other multi-family communities recently built in this area of San Antonio with respect to monthly rents, project design and property amenities.

Some of the property's many features are listed below:

* All units will have 9 foot ceilings with walk-out balconies, fully equipped kitchens with
microwave ovens, ceiling fans, crown molding and security alarms.

?• Some units will have fireplaces, computer desks and built-in book shelves

* Attached private garages, detached private garages and carports are available for
residents' safety and convenience.

* Although a community laundry facility is located within the clubhouse building, each
unit will have full-size washer and dryer connections.

* White Rock Apartment Homes will also feature a 4,000 square foot clubhouse that will serve
as the property's leasing/activity center. Residents and their guests can enjoy the 24-hour
fitness center featuring cardiovascular exercise stations, swimming pool with large patio area,
a business center with computers and fax machine, and the community room complete with
billiards table and kitchen.

We feel that this project will nicely compliment the high standards that this community expects
and deserves. Please find the attached renderings, floor plans and location map for your further reference. White Rock Apartment Homes will be financed with multifamily revenue bonds
issued through Bexar County Housing Finance Corporation. Our final hearing for the bond issue
is scheduled for October 16, 2000 at the Bexar County Commissioner's Court.
