Covenant Enforcement

This HOA is made up of 160 homes, which means that we have 160 homeowners who are responsible to report/enforce the HOA covenants. I have received complaints on illegal parking, dog barking, junk cars, speeding, drunken conduct, domestic violence, etc. There seems to be a misconception on what an HOA is and what it's not. The vast majority of complaints I receive is about violations of Westminster laws. An HOA cannot enforce any laws. All we can do is report it to the police. If you witness an infraction of the law, report it to the police. If you have an issue with how someone is maintaining their property, you should report it to Westminster Code Enforcement. If Westminster Code Enforcement feels that the property is within the "legal" boundaries, then report it to the HOA.
