NEAC Zoning Meeting
December 21, 2004 6:30 PM
Location: 1403 Eastwood
Application #: 04315
Request: Variance for Bed & Breakfast
Applicants/Owners: Rick Smiley (RS) & Megan Moses (MM)
Attending: Dave Perry (DP)
Commissioners present: T. Shelby, D. Brown, I. James
Commissioners not present: G. Lake, A. Womack, T. Mahoney, K. Bailey, C. Powell, K. Powell
Applicants indicated they purchased the house approximately one month ago. Applicants have secured the assistance of Mr. Dave Perry in the filing of the variance. Stated the house has 5 bedrooms and applicants have a good neighbor agreement with the synagogue to allow for overflow parking to utilize the synagogue’s parking lot.
DP: advised that the property is zoned RZ. Variance would permit B&B use. City staff and commissioners were advised that no more than 5 bedrooms would be utilized for rent in the B&B. DP further advised that the house has a 2 car garage which the owners will utilize for their vehicles. Additional parking may utilize the synagogue parking as noted above, but that applicant may seek to utilize existing green space at rear and side of house as parking with future approval of commission and city.
Commissioner DB: Have you spoken with other neighbors in the area about the B&B?
RS: Indicated that neighbors have been advised of the variance request.
Commissioner DB: what are the cost estimates for the rental of the units?
RS: expect to charge $160 to $180 for the higher priced rooms with the lower range being $85 to $90. All rooms will have Wi-Fi access.
Commissioner IJ: Advised applicants and Mr. Perry that they need to clearly address parking and use at the site hearing because both will be key concerns for the neighbors and the commission. Further advised the applicant that they would not only have a site hearing, but also must be present at the full session meeting January 13, 2004
Chair Shelby set the site hearing: Saturday, January 8 at 10am.
