NorthEast Coalition Minutes for June 22, 2008

The president called the meeting to order at 3:05. The invocation was given by Captain Leonard.  The president then introduced the panel and the board of the NEC.

The minutes were held in abeyance.  The new Chief, Chief Monroe a member of the panel started his talk by thanking Charlotte for choosing him as their new Police Chief.  He started by stating that he would focus on 3 major areas:

  • Try to get out to as many community area as possible
  • How is the police department focusing on crime? How can we eliminate crime and targeted individuals?
  • How are we structured? Are the resources in the area structured correctly? Focus, do we have the necessary resources? Recruiting issues; is the process broken?
  • Make sure partnerships are in line with each other.
  • Army building
  • 1600 Police Officers in Charlotte
  • Criminal justice system - stay in line with them.  Look to hold us accountable.  Patrol - are they held accountable?
  • Do we have the right level in order to management?
  • Are the levels of accountability set high enough?
  • How are the agencies handling shootings that occur by an outside agency?
  • Community should have confidence  in their Officers
  • Police living in the area. Try to put police in areas where they live
  • Red light? Too many folk running them
  • Repeat offenders - What's the plan? What can be done?
  • Be consistence in what we say and do
  • Need to be held accountable for our actions
  • Community prosecutors - are assigned to geographic area
  • Crime within the DA's office - cases being dropped. Hire 500 more Police Officers. How do we deploy our resources? Are additional resources needed?
  • Justice system sometimes lacks the resources to try many of the cases that are placed before them
  • Community supervision: move resources
  • Stay engaged - how can we feel safer, other than keeping our garage doors closed?
  • Keep doing what we're doing to keep the community in which you live safe
  • Immigration: what can we do to make sure illegal are held accountable
  • Community watch program:
  • Enforcement/prevention (internal look)

The Chief ended by thanking everyone for coming out.

The next speaker was Debra Campbell of the Planning Board.

Question: How do we manage growth?

  • The NE has experienced much growth
  • Balance growth; no infra structure to accommodate the rapid growth
  • Capacity; How do we get the infra structure in our community?
  • Some communities have placed moratorium to stop development
  • Protection of the environment; fallen short, water quality, historian aspects
  • Develop the ideal historian site, have high quality development in this area
  • Crime still an issue that goes hand in hand with development
  • Mix-use development
  • Price points of the apartments near IKEA

Ms. Campbell ended with a question and answer period.
