A NOTE FROM THE HOA PRESIDENT:

Dear Residents:

HAPPY NEW YEAR! We have a grand and glorious year ahead! We believe that with a united voice we can make a major difference in our community through cooperative interaction with city leaders.

We have good news! Several homeowners from Northcliffe, The Fairways at Scenic Hills, Scenic Hills, and Whisper Meadow have formed an organization called ?“Friends of Northern Schertz Parks?” in an effort to revitalize and enhance the current Schertz City Park at Northcliffe and identify other possible land available for park expansion in order to meet the recreational needs of our ongoing community expansion. This organization is in the process of raising funds needed to apply for a grant that will help to bring the Northcliffe Park up to current city standards. I have written about their proposed park improvement plan in past newsletters, so will not repeat myself. However, our good news is that the City Council voted unanimously to support the efforts of this organization by contributing 20 percent of the total cost of the improvements. This could amount to up to $40,000 toward the project. ?“Friends of Northern Schertz Parks?” continues to work on this project and will keep us informed of its progress.

Many citizens may find Councilman Tony Wilenchik?’s monthly Homeowners?’ Association Newsletter of interest. Mr. Wilenchik is a strong supporter of our area and what we are trying to accomplish with the city park out here. He writes:

?“The highlight for the City of Schertz last month was the opening of the new Council Chambers. It's a state-of-the-art facility located next to the current City offices. I invite everyone to come down and see the new building and attend one of our City Council meetings held the 1st and 3rd Tuesday of each month at 7:00 PM. Several interesting items were staffed at the 30 Nov Council Workshop and 6 Dec City Council meetings, including two presentations for quality-of-life initiatives. A group in the northern part of the city is working a grant with the Lower Colorado River Authority (LCRA) to improve the city park in the Northcliffe-Scenic Hills area. This park serves some 6,000 residents but is less than 3 acres. LCRA will provide 1-1 matching funds up to $100,000. The group is working on getting $60,000 in donations of cash and supplies and the City Council voted at the 6 Dec meeting to provide $40,000 in cash and in-kind. Any cash will come from the FY2007 budget. I was a strong supporter of this initiative. Council also listened to a presentation to enter into a partnership with SAMYS to improve and expand the PEPSI Soccer, TX facility on Maske Road. When completed, there would be 15 soccer fields that would allow for local league use as well as state, national, and international competitions. This would be a $500,000 commitment by the City and is more in line with economic development vice parks and recreation.

This item was tabled until after the January strategic planning meeting. I welcome your input on this subject.
Council also passed a resolution to contract with the Daily Commercial Recorder as our official newspaper. The Recorder meets State guidelines as an "official" newspaper in which we can advertise public hearings and notices. The Recorder also owns the Herald, and our notices will be published in that newspaper as well. That means we'll finally be getting official City notices in a newspaper that's actually read by a majority of our citizens. Based on input from fellow citizens, I proposed this change during late summer and fully supported the final vote.
Finally, Council passed a resolution to create a Tax Increment Reinvestment Zone (TIRZ) to finance public improvements in support of the Sedona Development. This is a proposed mixed use project that will provide a sub-division behind Randolph AFB with 1,800 homes, several parks, a school, and lots of green space. The TIRZ will allow the developers to finance infrastructure such as water and sewer without the City putting up the money in advance. The developers will recoup their investment by limiting the taxes paid as the land increases in value. I voted in favor of this plan and find it much more agreeable than a tax abatement. There will be several public hearings before this is actually finalized, so please feel free to contact me with any input.

NEIGHBOR NOTES

POTLUCK SUCCESS ?– Thank you to Dorothy Boyle, Wayne Shaw, Brother Tracy Farthing, Melisa Richardson, Kristy Byrd, Dora Shaw, Cindy Boyle and Barry Boyle for the success of the December 13th annual potluck. The food was great and the company even better. Delicious brisket and chicken from Harmon?’s Barbecue and wonderful side dishes and desserts brought by many. If you would like to share any recipes of those scrumptious dishes (especially the sweet potato casserole) or desserts, please send us your recipe. We raffled off many of the prizes from the businesses listed below and still have a few left for the membership drive. Please make plans to join us for the next one.

PARK VANDALISM- The City offers a reward of $50 for information leading to the arrest of individuals responsible for any vandalism to our park.

LINE DANCING?– FREE Line dancing classes are Thursday mornings 9 AM at the Northcliffe Hall ?– 3501 Morning Dr. Intermediate and Advanced dancers are welcome.

LIBRARY PROGRAM ?– The Schertz winter reading club begins January 2nd for children 6-13 years old. On January 10, 2006, 5:30 pm an agent from the FBI will help kick off the program. On January 24th the Schertz Police Department will host a fingerprinting workshop. Police Department calls for service in Northcliffe- Here are some statistics we receive from the Police http://www.schertz.com/police/ The calls range from alarms to thefts. In November there were 44 calls.

?“Thought you might want to send out an email to everyone to make sure they're not leaving any valuables of ANY kind in their vehicles at night. I was leaving for work this morning only to discover that my car had been broken into. Yes, my old Honda! They stole the stereo and went through my trunk and glove box as well! When the police arrived to make the report I was told I was the 10th call this morning, the 11th came in while he was here. This was at 7:15 AM so no telling how many total. They're stealing anything and everything. Please remind everyone not to leave purses, cameras, gifts or anything else of value in their vehicles at night. There is no guarantee they'll be there when they wake up.?”
