SPECIAL MEETING-MINUTES

The Northcliffe HOA Board of Directors held a special meeting on July 9th to discuss the front entrance and boulevard.

IN ATTENDANCE:
Board members: Duane McCune, Maria Scagliola, Doris Thompson, Laverne Bauman, Dee Donaldson, Theresa Juarez, and Louise Eichner Pulte representatives: David Ireland and Keith Hale Scenic Hills HOA: Clovis Haddock Country Club: Todd Causey Developer: Ted Brocker City of Schertz: Mark Marquez-City Manager, Ken Greenwald-Council, and Tony Wilenchik-Council

Discussion took place on the following issues:

FRONT ENTRANCE AND BOULEVARD: Ted Brocker stated that the fountain ownership is still in question but it may be in right-of-way for TX DOT, rest of the area (grass area and walls) belongs to the club. Ted stated that they are in negotiations with the golf course to get title to front entrance. It is important to them to clean it up. They plan to completely reface the entrance. The fountain will be filled in with dirt, irrigated and landscaped. This will be a joint venture between the developer and Pulte. The front entrance will be redone in weather resistant stucco. The area will be rewired for lighting and all metal will be painted. The guardhouse will be coming down. Landscape will be dressed up and added to. Irrigation of this area will be a joint effort with the club. Mr. Brocker stated work would be completed in 60-90 days.

Duane McCune asked what the long-term plans for upkeep of this area were. Ted Brocker stated that when Pulte gets the title they hope to convene the title over to the new HOA for Fairways. There will be adequate funding set up. Keith Hale claims upkeep will be low, that the major cost is in the redoing and the developer is paying that.

When asked about the islands down Country Club Boulevard and the sides of the boulevard as well as the sides of Chelsea, Mark Marquez stated that the City would maintain them IF it is a right of way. He will be checking into this issue and we will check back with him. He stated that Public Works Department is the contact point on this.

FLAG UPKEEP: The pole is deteriorating at the point where the flag is attached. Will a permit be needed for repairs to be done? Mark Marquez stated that we needed to check with Leonard Truitt about this. If it is determined that the flagpole is Schertz's responsibility it will come down. However, they are open to a written agreement that the HOA will be responsible for it.

LIGHTS: Mark Marquez reported that work on the boulevard lighting is in progress. A sub contractor has been hired to mark, etc. NBU part is done and GVEC is responsible for the rest (dividing point is the big power line). Ken Greenwald stated that neighbors would have to give up right of way for lights on individual streets.

COUNTRY CLUB UPDATE: Ted Causey reported there are no plans at this time to repair building, pool, or tennis courts. Only the restrooms are used is the building and they are trying to move into just one building. It was firmly stated by several people at the meeting that while the fence around the pool had been repaired, the building is a health and safety problem and asked that the city look into it more.

Mark Marquez stated that the city does have an interest in the golf course but nothing is in the works right now. Too expensive for the city.

During an open discussion at this meeting the
following topics were discussed:

Pool area- Vandals are a big problem right now. If you see anything call the Police Department.

Northcliffe Fire Department Building- When asked if the city was interested in buying the building Mark Marquez said no. If it was donated to the city they might use it as a scout hut. More investigating of the building would have to be done first.

EMS/Fire Department Substation- bids were rejected so there is a 3-4 month delay on this project at this time.
