Public nuisance: Any animal or animals that unreasonably annoy humans,
endanger the life or health of other animals or persons, or substantially
interfere with the rights or citizens, other than their owners, to enjoyment
of life or property. This includes animals that are repeatedly at large or
stray or damages the property of anyone other than its owner.

All dogs, cats, and other animals shall be kept under restraint; and shall
not be allowed run at large, stray.
