Andover Storm Drainage Improvement Project - 2005 Updates

Charlotte Storm Water Services (CSWS) has been investigating possible improvements to the storm drainage system for the area between Randolph Road, Sharon Amity, Providence Road, and Stone bridge Lane. This project is referred to as the Andover Road Storm Drainage Improvement Project. Storm water related problems in the area include road flooding, house flooding, and channel erosion. The project is divided into three phases. The following is a brief description and update for each phase.
Phase I: Improvements to the pipe system between Andover Road and Danbury Street, construction is complete. The new pipes are larger and will eventually be able to carry more water; however, measures are in place to prevent any additional water from leaving this section of the system. These measures will not be removed until downstream improvements are constructed. Similar flooding concerns exist now as did prior to construction of the improvements.
Phase II: System downstream of Andover Road (Vernon Drive, Wrenwood Lane, Wendover Road, Chadsford Place, Stone bridge Lane), currently in construction.
Current Status for Phase II Construction Activities:
Sealand has installed the drainage pipes, sidewalk, curb and gutter and replaced the roadway along Vernon Drive from the outfall into Briar Creek up past Providence Drive, past Chadsford Place, and under Wendover Road.
Sealand has installed the drainage pipes and curb and gutter along Vernon Drive from Wendover Road to Wrenwood Lane.
look Ahead for Phase II Construction Activities:
Sealand continues with pipe installation along Vernon from Wrenwood Lane towards the curve and then tying into the Phase I System from Andover Road.

Phase III: System upstream of Danbury (Coventry, Tyng, Chelmsford, Ferncliff, Randolph), currently in design. The Isaacs Group is designing the proposed improvements and is scheduled to submit the preliminary plans by the end of the year. Following CSWS review of the plans, The Isaacs Group will begin preparing easement exhibits. Once the easements and exhibits are ready, we will schedule a public meeting to present the plans and easement needs to the neighborhood.

March 24, 2005 letter from City of Charlotte

Dear Andover Phase III Property Owner:

During the next couple of weeks, Tarheel Underground Camera will video the sanitary sewer system near your property. The video is to locate the sanitary sewer laterals feeding the individual properties. This information is needed for the design of the storm drainage system improvements which are part of the Andover Phase III Storm Drainage Project. Most of their work will be done within the street right-of-way. If there is a sanitary sewer manhole on your property, they may need to enter your property to access that manhole. They will not need access into your home to do this work.

Phase II: System downstream of Andover Road (Vernon Drive, Wrenwood Lane, Wendover Road, Chadsford Place, Stonebridge Lane), currently in construction.

Vernon Drive between Providence Road and Stonebridge Lane - The drainage pipes have been installed and the contractor is working on restoring the roadway. This portion of Vernon Drive is closed except to thru traffic for those residents living along this section.

Vernon Drive between Stonebridge Lane and Providence Drive - The contractor is installing the drainage pipes. A section of Vernon Drive is closed. This road closure will move as they progress towards Wendover Road with the drainage pipe installation. Currently the closure is near Bibury Lane.

Vernon Drive between Providence Drive and Wendover Road - The contractor has been installing a new water line.

Vernon Drive at Wend over Road - The boring contractor has started work. There will be three bores, the sanitary sewer pipe and then two storm drainage pipes. The bore pit is located in Vernon Drive on the southeast side of Wendover Road. Vernon Drive on this side of Wendover Road is closed.

Vernon Drive between Wrenwood Road and the 2300 block of Vernon Drive - Piedmont Natural Gas has been relocating gas lines.

Phase III: System upstream of Danbury (Coventry, Tyng, Chelmsford, Ferncliff, Randolph), currently in planning. We are revisiting the planning phase of this project to update the drainage calculations based upon Phase I and Phase II information and to review the improvements originally proposed. Once planning is complete, we will move forward with the design phase.
