Charlotte Storm Water Services, The Isaacs Group, and Wray Right-of-Way Services met with property owners on April 25, 2006 to present the 70% design plans and to begin the easement acquisition process.

The proposed improvements start at the existing headwall near Danbury Street and go in two directions. The main system crosses Andover, Chelmsford, Tyng and continues upstream to a point just beyond Cheltenham Road at the Cotswold Condominiums. The other drainage system extends along Coventry Road past Audubon, Exeter, and along Ferncliff. The map provided on the front of this mailer shows the drainage system and the proposed improvements.

Since the last public meeting in May 2005, several changes to the proposed improvements have been made. Along the main system, we have added proposed channel stabilization at 1500 Coventry Road, additional storm drainage system along Andover Road, and scaled back improvements stopping at the Cotswold Condominiums instead of extending across Randolph Road. These modifications eliminate the need to close Randolph Road during construction while still providing the neighborhood a similar level of service. Changes along the Coventry Road section include reducing the extent of new pipe installed along Exeter and Audubon. This will reduce the construction disturbance along these streets. Additional catch basins will be installed on these roads near Coventry to collect the water before reaching the intersections.

To construct the project, several different types of easements are needed: storm drainage easements are needed to construct and maintain the drainage system; temporary construction easements are needed to construct the project sanitary sewer and water easements are needed to relocate sanitary sewer lines and water lines; and guy wire easements are needed when utility poles and guy wires are installed or relocated. In addition to the easements, we must obtain Water Quality permits and an Erosion and Sediment Control permit. Once we have all of these items in place and the design plans are finalized, the bid process begins. The lowest responsible contractor is awarded the construction contract. We plan to begin construction in September 2007 and complete it by September 2009.
