Due to a series of incidents where pool furniture has been found in the pool and broken, the neighborhood has replaced several sets of pool furniture. Can we collectively come up with ideas to keep our pool furniture functional

That's sad to hear. I always think of the common area as if it were my own, and treat everything in it with care. That's because I know that my HOA dues go towards maintaining it, and I wouldn't want my dues to go up. A nice email to all the our neighbors reminding them of this might just do the trick.
