ADVERTISEMENT CITY OF PICKERINGTON SYCAMORE CREEK RELIEF SEWER - PHASE 2 PROJECT COST ESTIMATE: $923,000 Sealed bids will be received by the City Manager of the City of Pickerington, Ohio, 100 Lockville Road, Pickerington, Ohio 43147 until 10:00 A.M. Local Time on September 24, 2003 for the above-identified project. No late bids or FAX bids will be accepted PROJECT SCOPE The project work shall consist of installing approximately 510 linear feet of sanitary sewer and manholes. Pipe size range in size from 8 to 30-inches in diameter. Also included in this project is 2211 linear feet of an 8-inch force main, 1850 linear feet of a 16-inch force main, and construction of a 4350 gpm pump station. Included in this project is the abandonment of two manholes and pipe. All related appurtenances and equipment, including all labor, materials and equipment necessary to complete the construction in accordance with Contract Documents is included as part of this project. In lieu of posting the bond, a bidder may use a Cashier's Check, Certified Check or Letter of Credit for ten percent of the Contractor's bid as bid security. When a check or letter of credit is used, the bidder shall be required to post a 100 percent Performance Bond and a 100 percent Labor and Material payment Bond, upon the signing of the contract. PREVAILING WAGE Attention of bidders is called to all the requirements contained in this packet, particularly to the Federal Labor Standards Provisions and Davis-Bacon Wages, various insurance requirements, various equal opportunity provisions, and the requirements for a payment bond and performance bond for 100 percent of the contract price. The contractor and all subcontractors shall pay employees on the project the prevailing wages established by the Administrator of the Wage and Hour Division, Employment Standards Administration, U.S. Department of Labor, Washington D.C. 20210, including all updates. The current Prevailing Wage Rate Schedule will be included in the Project Manual as an addendum. The City of Pickerington (Owner) reserves the right to reject any and all bids, and the right to accept the lowest and best bid, the right to waive minor irregularities on any bid, and the right to accept the bid proposal which promotes the best interest of the Owner. Failure to submit the Bid Guaranty Bond and the required three notarized affidavits with the bid shall be cause for considering the bid submission incomplete and for the rejection of the bid. Each bid must contain the full name of the party or parties submitting the bid and all persons interested therein. Each bidder must submit evidence of its experience on projects of similar size and complexity. The owner intends and requires that this project be completed no later than 360 days after "Notice to Proceed." All contractors and subcontractors involved with the project will, to the extent practicable, use Ohio products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123.2, the Governors Executive Order of 1/27/72, and Governor's Executive Order 84-9 shall be required. Any contract or contracts awarded under this advertisement for bids are expected to be funded in part by a loan from the Ohio Environmental Protection Agency (EPA). Bidders must comply with the Davis Bacon and Related Act Requirements. Neither the United States nor any of its departments, agencies or employees is or will be a party to this advertisement for bids or any resulting contract. The procurement will be subject to the EPA policy to award a "Fair Share" of all subagreements to small, minority, and women's businesses, and policy of encouraging the participation of small businesses in rural areas (SBRA). A minority business participation goal of 3.0 percent and a women's business participation goal of 3.7 percent is established for this procurement, as explained in the specifications.
