City's Road & Bridge Reimbursement Falls Short of Twp Hopes

Note:

1. This ordinance did not proceed via “Emergency” Legislation.

2. Per Section 1., annexations, such as, the RT 256 / RT 204 (R.G. Barry – AMA) - 68 acres - were exempted from mentioned revenue sharing.

3. Per Section 1., annexations, such as, the Diley Farm (245 acres) and Painter / Kohler Farm (149 acres) are exempted – by timing of the City’s filings with the County Commissioners – from such revenue sharing.

4. Future annexations of (now agricultural land) will only be reimbursed at non developed values and only for a limited timeframe. The taxation value between undeveloped agricultural land and developed residential or commercial land is significant.

AN ORDINANCE TO REIMBURSE VIOLET TOWNSHIP FOR ROAD AND BRIDGE LEVY REVENUES LOST UPON LAND BEING ANNEXED INTO THE CITY OF PICKERINGTON

WHEREAS, the City is attempting to address concerns of Violet Township surrounding annexation of land from the Township into the City of Pickerington; and,

WHEREAS, territory annexed into the City is not removed from the Township; and,

WHEREAS, the Township continues to receive all other taxes, except the inside millage for road and bridge repair and maintenance; and,

WHEREAS, though the City, upon annexation, assumes all responsibilities for the construction, repair, and maintenance of roads and bridges in the annexed territory, it recognizes that the Township has lost revenue; and,

WHEREAS, in an effort to break down the barriers to annexations that can create needed economic development, Service Committee has recommended that the City reimburse Violet Township for the road and bridge levy revenues lost upon land being annexed into the City of Pickerington from Violet Township;

SECTION 1. The City of Pickerington shall, for any annexations filed and approved after the effective date of this ordinance, reimburse Violet Township for the road and bridge levy revenues which would have been generated based on current tax valuation from lands annexed from Violet Township into the City of Pickerington on the same schedule that such revenues would have been received for a period of ten (10) years after such annexation; provided, however, should Violet Township oppose an annexation, then no such reimbursement shall be made on that annexation.

SECTION 2: This ordinance shall become effective at the earliest period authorized by law.
