Trustees to Vote on Plan on Feb. 21

The Violet Twp. Trustees will vote on a zoning change request for the Wellington Park development proposed by Davidson-Phillips Inc. (Virginia Homes) On February 21, 2001 at their regular meeting at the Township Hall. The Violet Twp zoning board has voted to approve the zoning change request and has forwarded the application for the trustees' consideration.

The zoning change is from R-1, and R-2 low density, single family residential, to Planned Unit Development district (PD) including 248 single family lots and condominium dwellings not to exceed 175 condominium units.

The original zoning hearing for this property was held over 18 months ago and the developer requested a withdrawal of the proposal at the time because of citizen objections to the proposed high density level of the single family housing numbers in excess of 2.8 homes per acre. After the original withdrawal of the proposal, the developer worked with a committee of citizens who live next to the proposed development and other community members who follow zoning issues closely to develop this present plan.

The addition of condominium units to the plan was suggested by the citizens committee to lessen the impact on the Pickerington Local schools by reducing the influx of students, because condominiums historically have much less impact than single family homes according to school district officials. The condominiums would also increase land valuation to commercial class on that portion of the land to benefit the tax returns to the schools. The condominium modification suggestion from the citizens also appeared to make the development blend into the surrounding land uses more effectively because a portion of the property abuts a proposed condominium development on SR256 in the City of Pickerington (Krivda property.)

The developer worked with the citizen’s recommendations and reduced the single family portion of the development by over 100 housing units and increased lot sizes in this area to more closely match abutting properties.

The citzens also urged the developer to make a substantial donation to the Pickerington Local School District since the impact of the development on the schools will not be supported by the tax revenue it produces. The developer followed up on this suggestion and has had discussions regarding a donation to the schools, with school officials.

At the public hearing on February 7, 2001 the developer stated that they planned to donate $150 per condominium unit developed and $300 per single family home developed to the Pickerington Local School district to be payable in annual checks based on the number of units developed each year.

The plan as it is proposed has a single family density of 1.7 units per acre and (248 units) includes 21.8 acres of greenspace for public enjoyment. The proposed condominium density is 7.0 units per acre maximum of 175 units.
