Proposed Lowry Vista Development
The Lowry Vista Development (Vista) is a proposed project that would transform the fenced-in, underutilized, brown ground (by the golf course) into a vibrant mixed use community.
What is currently a capped landfill could soon become ground-level retail and office space with residential lofts and condos, providing a gateway to over 120 acres of the finest natural areas in the city.
With an eye to Colorado's natural beauty, the urban street grid would frame views of Long's Peak to the north and open up passageway of pedestrian trails to the south. The goal would be to connect Highland Canal and Westerly Trail systems through Vista, providing community access to natural, open areas which are now unreachable. Vista would uniquely provide services to local neighbors and will be a destination experience that will also serve as an economic catalyst for the surrounding areas.
At this point, this is just a proposal. This project is in the early phases and Vista planners will meet with the Park Forest Board of Directors, and then the community at large. Meetings will be announced in the coming months.
The project is located in Lowry, so there is a formal process to follow. Because the Vista developers are undertaking the master planning process (General Development Plan or GDP) of the City and County of Denver, the project will have unprecedented review and approval by Lowry committees and the public. Whereas most projects go through this process once, the Vista will go through it a minimum of four times, once for each phase. Here are the basic steps that each phase of the GDP (pre-application, formal application, technical review, approval and recordation) will go through:
Lowry Planning and Disposition Subcommittee:
• Proposals are first presented to this committee, which considers conformance to the Lowry Community Reuse Plan, traffic impacts, pedestrian and vehicular connections and effects on overall density.
Lowry Community Advisory Committee (CAC):
• Consisting of Lowry residents and neighbors appointed by the mayors of Denver and Aurora, this committee evaluates projects for potential community impacts.
LRA Board of Directors:
• The LRA Board, which includes Lowry residents and real estate, finance and legal professionals appointed by the mayors of Denver and Aurora, reviews all committee comments and actions, and makes the final decision to approve a transaction or zoning change.
Concurrent with the committee review process, the Vista project will be presented to the Lowry Design Review Committee for compliance with community design guidelines. The Vista team looks forward to an inclusive and comprehensive discussion with the Park Forest community.
