Continuing Business

Report: Transportation Committee
Alta Planning and Design will perform a five month study of how Holcomb Road functions today and should function in the future. Volunteers for Neighborhood Plan focus and input groups are invited to attend this presentation to share their input. Volunteers will be notified as meeting dates are set. A sign-up sheet is available at the welcome table.

LaRae Street improvements and sidewalks went out for bid. This project is being funded by a Housing and Urban Development Block Grant.

Report: Land Use Committee
Current land use applications can be viewed by anyone at the Oregon City
Website and complete applications are at City Hall Planning Department.
Park Place Land Use Chair also has copies of approved and unapproved
Land Use applications.

Oregon City Comprehensive Plan has been returned to Planning
Department for extensive revisions.

Report: Park Place Neighborhood Plan Progress
We will be submitting our application for Metro Enhancement Grant. The deadline is April 28, 2004. Oregon City Planning Department has offered to co-sponsor our grant. If we use WRG Transportation study (prepared for DR Horton for Park Place Village Concept)it will reduce our costs. IN addition to the plan itself, funds from the grant include a budget for mailers to all Park Place Neighbors.

New Business

?„?? Park Place School non-conforming 4 x 8 sign. This matter will be tabled pending a review of plans. No person in attendance to speak on this item. Nothing has been submitted at this time.

?„?? Neighborhood Clean Up-Vouchers will not be available at the Annual Cean up on April 24th.

Report: Mayors Blue Ribbon Task Force and Chiefs Advisory Counsel.
If new levy?¡?¦s coming up for a vote, are defeated, we may lose our library and swimming pool. Oregon City Police and Fire Departments are in crisis. There are no funds for uniforms. The Fire Department is selling old equipment to cover some shortfalls. The CAC members were given a tour of the police facility and they noted there were no showers in the locker rooms.

Blue Ribbon committee members feel that the growth in residential areas and lack of business and industry is the cause. There are no inventives given to businesses or industry to move to Clackamas County.

Mr. Riggs, PPNA Representative asked for volunteers to attend both meetings in his absence during the month of June. Tom Geil, Ross Church, April McGinnis noted as volunteers.

Holcomb Road Clean-up
Volunteers should plan to meet at Steves Market on May 15th at 9:00 AM. The Clean up area is between Redland Road and Holcomb School.

Speaker: Clackamas County Commissioner Martha Schrader: 8:00 PM
A thank you went to Commissioner Schrader for writing a letter in support of our request to move Holcomb Road Improvements up in the County Comp Plan. She reassured all that she is very supportive of citizen participation. A concept plan of I-205/213 interchange is being developed by ODOT. The improvements include revising the ramps and improving traffic flow during peak times. Holcomb Road is on a list which rolls forward every five years. As more information comes available she will notify PPNA leadership of our position on that list. A final Note: Beavercreek and 213 are scheduled for completion July 2004.

Speaker: George Hudson, Alta Planning and Design 8:30 PM
George explained that Alta has created a concept of the Master Plan for Trails, paths, and bikeways based on general goals and ideas passed on to them. The planning and design process includes identifying funding and grant sources to help with the costs of trails, markers and amenities. One example is if we are able to connect our two schools on one trail there may be a grant that would fund that portion of the trail. The best time to integrate the trails is when land is being developed. Mr. Hudson offered to lead Park Place Neighbors through the existing trail systems in this area.

Non Agenda Items

Report: Vice Chairman, Don Slack
There are meetings and discussions underway regarding the possible expansion of the Tri City Wastewater Treatment Facility located across 1-205 from Metro South Transfer Station. This issue was raised during the Planning of UGB expansion which will incorporate Damascus and Boring. The favored option seems to be expansion of the Tri City plant and closure of two plants located in Clackamas County. It is suggested that this subject be a high priority.

Report: Representatives of Oregon City View Manor
Reported that the community building(the red building)is being considered as a possible site for a food bank storage facility. The food bank will serve 700 families. Land Use Chair suggests that the committee research this topic and respond to Jan McMannis, contact person for Clackamas County Housing Authority.

Motion was made to give PPNA Steering Committee and Land Use Committee power to write a letter if there are any concerns. Motion second, all in favor, none appose.

Representatives of Oregon City View Manor asked the Neighborhood Association to sign their application for Metro Enhancement Grant. Funds will be used to fund their neighbors night out and maintenance to the children?¡?¦s play areas. The steering committee will meet on this issue and will contact them as soon as possible.
