PARK PLACE NEIGHBORHOOD ASSOCIATION
GENERAL MEMBERSHIP MEETING
JUNE 21, 2004

?„?? Due to the time constraints of this meeting, minutes will be posted at Steve?¡?¦s Market for 7 days. If there are no changes to be made they will be approved as written.

Motion made to post minutes for 7 days then accept for the record; All Voted in favor; None appose.

Continuing Business

Report from Grant Committee
?„?? Neighborhood Plan Committee have started the process of requesting a reconsideration of our proposal. A letter to the city is being drafted to point out how important this concept is to our neighborhood.
Points of interest were drafted by Don Slack as discussed at the steering committee meeting and a copy is being given to all in attendance.

Discussion: The possibility of approaching the City and Metro asking that the price per ton be increased was suggested. The additional revenue will be earmarked for enhancement of this Neighborhood. There was also a suggestion that PPNA contact Metro and ask to review the original agreements with Oregon City regarding the Tipping fee.

Motion made to send the letter as drafted; Motion: All voted in Favor; None Appose.

Grant Committee Chair asked for a show of hands whether we should continue development of Neighborhood Plan.

Discussion: (1) Write up a proposal and inventory and submit to PSU to adopt our Neighborhood Plan as a class project; (2) Let's not pursue the project at this time until we get further guidance from city staff.

Motion was made to continue development of Neighborhood Plan however; this project will be on hold until we get further guidance. All voted in favor; None appose.

Public meeting for Holcomb Road Design at Oregon City Baptist Church June 30, 2004, 7:20 PM

Land Use Committee
No official Land Use Applications. There have been a few inquiries before
Any official applications have been submitted. Mills Corp is looking at a section of the landfill property for development. They build very large malls. The remaining land at this site may be too small for the structures they are known to build.

Agenda items/New Business/Speakers

Meeting was held at Tri City Wastewater Treatment Plant where WES staff gave a guided tour of facility. At the end of the tour the group will return to the meeting room where WES staff will answer questions or participate in discussion.

The Tri City Waste Water Treatment Plant is governed by the board of County Commissioners. Service areas include Milwaukie, Happy Valley, Oak Lodge, Gladstone, Oregon City, West Linn, and Damascus. There are six concept plans which were presented to a group of city officials from each of these cities.

The 6 plans were explained along with the collective opinion of those who developed the plans. Project analysis included costs, future growth, installation and development of lines, environmental impacts, and uses of decommissioned properties. Clackamas County Commissioners are planning to have a decision before the end of this year 2004. It is estimated that it will take 2-3 years to construct. A maximum of 5 years to begin operation.
