On April 19, 2004, a joint meeting and presentation was attended by Elected officials of Gladstone, Happy valley, Johnson City, Milwaukie, Oregon City, and West Linn. The presentation was sponsored by Clackamas County Service District No. 1, Oak Lodge Sanitary District, and Tri-City Service District (the sanitary sewer service providers for the North Clackamas County area).
The purpose of this meeting was to present findings and conclusion of the Regional Wastewater Treatment Options Study. A complete copy of the study can be viewed at:

From this study Option #5 has been targeted as the best choice.

The fifth option results in the greatest amount of consolidation by decommissioning the Oak Lodge and Kellogg Creek facilities and rerouting all flows to an expanded Tri-City facility. This option provides the maximum opportunity for econimies of scale bycreting a single, regional facility, to treat wastewater generated in the North Clackamas County area.
If Option #5 is selected the Tri-City Plant located across I-205 from Metro solid Waste Disposal) will be expanded to meet the needs of the expanding UGB and rerouted flows from two decommissioned facilities.
Please take a moment and review the minutes from this meeting specifically the questions being asked. I think you will see there are some major environmental issues as well as future growth concerns.
There is a goal to have a plan in place by the end of 2004. Our City Commission will be discussing this subject at great length before a decision is made. As a property owner and/or resident you have a vested interest in the outcome of this project.
