The minutes to the September 19, 2004 meeting are being posted in lieu of reading at the November 15, 2004 General Membership Meeting. If you see any changes or corrections please notify the secretary before December 15, 2004. After that date minutes will be considered approved and posted as such.

PARK PLACE NEIGHBORHOOD ASSOCIATION
GENERAL MEMBERSHIP MEETING
SEPTEMBER 19, 2004


?„?? Called to order at 7:05 PM

?„?? Introductions were made. Julie Puderbaugh will be running the next 2 meetings since Lois and Don are out of town.

?„?? Minutes were approved as read. Treasurers report will be postponed until next meeting.

Motion made to approve minutes as read; All Voted in favor; None appose. (Vote count 8-0)

Old Business

Park Place Plan-Update
A letter was sent to the city manager, Larry Patterson, regarding the necessity of the Park Place Plan. (Copies of the letter are being passed around.) Mr. Patterson invited PPNA officials to meet with him. They went over the issues outlined in the letter. A second meeting is planned for October 14, 2004.

Park Place Lighting-Update
Conduit is in; Julie is trying to get an update from Oregon City Parks.

Park Place Village-Update
It looks like Kent Zeigler did not partner with DR Horton on the Park Place Village Project. A concept plan must be presented to the city commission for approval in order to get this annexation/expansion on the ballot. Commissioner Neeley commented that it will take some time for this annexation to go to the voters.

Waste Water Treatment Plant Expansion-Update
Commissioner Neeley stated, they haven?¡?¦t specified how or who will be paying for the additional lines. This should concern us since we are the existing rate and tax payers.

The next meeting close to Park Place will be at Gladstone High School, 6-8 PM on September 30th. There will be substantial riverfront property where treatment plants exist today that will be freed up. What will they be doing with that and who will benefit from it?

Transportation Report
Jackie Williams attended the Presentation at Holcomb School for the Holcomb Road Design and she felt their concept reflected concern for the older existing homes that fronted Holcomb Road. She noted their use of native plants and feels a stop light/or sign at Swan would be a great benefit for foot traffic.

The design plans are going to be available for viewing on the OC website. The plan should reflect some changes based on the input from that meeting.

There have been lower numbers of auto thefts in this area however, more car prowls, garage and shed break-in's.

Know your neighbors, watch for suspicious people, behavior, noises, or vehicles. Mark your valuables; Start Neighborhood watch and plan meetings. When reporting an incident contact police as soon as possible. This increases the probability of locating suspect or vehicle.

Home Security: when your out use a timer for lights, keep a radio on low volume. Make certain foliage and trees are under control so windows and door are visible from street. If you sense an intruder in your home act like your talking to someone, pick up phone call police. Pretend you are asleep as long as they don?¡?¦t come near you.


New Business
Tam Seasholtz; Farming code
Farming and Truck Gardening are no longer allowed within Oregon City. On August 11, 2003 during a planning commission work session this issue was tabled and never revisited. Farming and Agricultural businesses are affected by this change.

Motion made by Jackie Williams asking PPNA to write a letter to the Planning commission on or before October 4th, 2004, asking that the code be returned to its original language with a clause allowing such businesses to sell direct to neighbors.

Call for Discussion: There is concern about the smell and mess of farm animals. Tam welcomed these concerns and suggested that if neighbors wanted to write letters, write them as concerns instead of reasons for not allowing.

Asking for a vote, All voted in favor, none appose. (Vote count 8-0)

Non Agenda Items

Don?¡?¦t forget to vote and there will be an important library levy coming before the voters.

At November meeting there will be a proposal to amend the Bi-laws. The proposal will be to change the June meeting date to May. Also Neighborhood Association Elections will be coming up next year.

Next Steering Committee meeting will be at South Fork Water facility on Hunter Street.
