The City of Saint Paul?’s Planning District Five boundaries include: East of I-35, South of Larpenteur Avenue, West of the Ramsey County Regional Trail, and North of Grove Street. As a district council, our membership consists of all residents and business within the boundaries ?– a population total of 31,531 (Census 2000). Fifty-one percent of our community is made up of families of color ?– approximately 24% Asian, 11% Latino, 11% African-American and some 1-3% Native American and 5% multiracial. Over 39% of District Five households have children and 76% of the area?’s schoolchildren are children of color, with 78% qualifying for free or reduced school lunch programs.
District 5 has one of the youngest and most diverse populations of all St. Paul neighborhoods. This is a strength and asset for our East Side community. However, our District ranks second in poverty across St. Paul communities, making sustainable community and economic development a key focus of our work.
