Before the meeting started, Jim Von Thaer wanted everyone to know that we are all on the same side. When it comes to the neighborhood we all should make a decision based on what is best for the whole neighborhood and not just for a select few.
Lynn Bilodeau,president, explained how the $400.00 special assessment would work. The first $200.00 would be payable starting May 1st. $50.00, June 1st. $50.00, July 1st. $50.00 and Aug. 1st. the final $50.00. If more money is needed to complete the project, the next fees payable would be for $100.00 due Sept. 1st. $50.00 and Oct. 1st. $50.00. The final amount payable if needed would be $100.00 due Nov. 1st. $50.00 and Dec. 1st. $50.00. If a homeowner felt it would be an extreme hardship to pay this they could meet with the board to work out a solution.
An escrow account has been set up and we are waiting for a pre-construction meeting with the city of Warr Acres. Work would begin right after that.
Lynn then read a letter from the Water Resources Board stating that to empty the lake, a suggestion by one home owner, we would have to work with the State Water Resource Board, EPA, State Wildlife Commission and Army Corps of Engineers. It would cost in the hundreds of thousands to do this compared to rectifying the situation now at a cost of $60,000 to $80,000. One resident, Bob Daniel,spoke of the tremendous decrease in home values if emptying the lake were to happen. He brought comparisons with Lansbrook and showed what a difference it would make in home values. People are interested in neighborhoods that have lakes and greenbelt areas and this would prove to be quite a determinate if we were not going to fix the dam problem. One resident stated that the main reason he bought his home was because of the lakes.
After much discussion the motion was put to a vote. It passed 50 for 12 against.
Lynn Bilodeau then read Jerry Hemry's motion to hire an attorney to file suit in OKC small claims court against all homeowners who have not paid 2008 and any prior years dues etc. The motion failed. Lynn will continue to have liens put on those homeowners homes that are in arrears.
There were questions raised as to whether or not the association could amend the by-laws to disallow section 8 renters. Lynn will look into what can possibly be done.
It was agreed that at the next meeting the discussion of security needs to be addressed.
