The lowest altitude an aircraft can fly through a rural area is 500 feet. The Federal Aviation Administration office for this area is in Hillsboro Oregon. The phone number is 1-800-847-3806.
To report low flying aircraft it’s important to include the date and the time of day the incident happened. Pilots and Student Pilots often rent aircraft. An aircraft could have several different pilots flying it in the same day. The “N” number is in large numbers and letters on the side of the aircraft or small numbers and letters on the tail fin. Getting the “N” number is often very difficult. Try to get the best description of the aircraft you can, what it was doing and where you saw it.
If it happens on the weekend and often it does just call and report it on the next business day. If you see something that you would consider reckless endangerment call 911.
