City Ordinances

All ordinances passed by the City Commission are available in their entirety from the city clerk
or the Attorney for the City. Tax and budget ordinances are considered and revised every
year. Other general ordinances are considered as necessary. The content of each new
ordinance is published by mailing a copy to each residence.

The following is a summary of the general ordinances of the city that are currently in effect.

I. Health and Safety Regulations

A. Every property owner and/or lessee is required to keep all public drainage ditches clean and free of all weeds, trash or obstructions.

B. All approaches from the street onto a property shall be hard-surfaced and
shall not interfere with drainage flow.

C. LEASH LAW - No animal shall be allowed to run at-large in the city limits.

D. No person shall shoot, discharge, point or aim any firearm or airgun within the
City unless necessary for the protection of life or property.

E. No owner, occupant or property manager shall permit a public nuisance, health hazard or source of filth to develop on a property through the accumulation of rubbish or the excessive growth of weeds or grass.


II. Traffic Regulations

A. The speed limit on Ledyard, Blenheim, Taggart, Don Allen, Heady, and Gibson
is twenty miles per hour.

B. No commercial vehicles are allowed on the above streets except for the purpose of making a visit or delivery to a resident in the city.
III. Parking Regulations

A. No parking on Hubbards Lane.

B. No parking on the street which obstructs more than one lane of traffic.

C. No parking within 25 feet of an intersection.

D. No parking on Heady between Shelbyville Road and the intersection of
Gibson and Don Allen Roads.

E. No parking on the street for a period of time longer than 15 minutes between
2:00 a.m. and 6 a.m.

F. No parking in a front yard except:
?• For a period longer than 15 minutes
?• When the driveway is filled
?• When a driveway is being resurfaced
?• During an emergency


IV. Property Improvements Regulations

A. The Richlawn Property Improvements Committee is composed of residents appointed by the City Commission.

B. Detailed plans and specifications for the construction of any buildings, dormers, porches, decks, stoops, swimming pools (either in-ground or aboveground), fences, poles, storage sheds, portable storage units, satellite receivers, other outbuildings, exterior lighting, driveways, parking areas, or commercial signs; or for the exterior remodeling or reconstruction of any of the above items or their facades; or for any construction, grading or landscaping which may occur in the public right-of-way within the City of Richlawn; or for any landscaping which may affect the public safety on any roads within or abutting the City of Richlawn; must be submitted to the Property Improvements Committee for review. The Committee shall not approve any commercial signs higher than twenty feet without approval by the City Commission.

C. No construction may commence without PRIOR Property Improvements Committee or the City Commission approval.

The Committee shall consider the public health, safety and welfare of the City of Richlawn and
its residents and property owners.

Appeals may be taken to the City Commission.
