Minutes from the June 17th General Meeting

1) Approval of Minutes from May 6 Meeting
The minutes were unanimously approved.

2) Treasurer's Report Treasurer Donna Dees
Donna reported that the checking account has $4303.92 and the
savings account has $2775.41 for a total of $7179.33.

3) Membership Committee Report Chair Marie Mazzone
In Marie's absence Ron reported that SCNA now has over 200 members.

4) Communications Committee Report
Newsletter: Ron announced that the next newsletter will come out the end of
July.
Email: Gael informed everyone that if they change or discontinue their
email to please let her know (sgzoe@attbi.com at the top of every
emailing). Otherwise if she gets mail returned a few times you will be
dropped from the SCNA email communications list.

5) Urban Affairs Chair Tim Tobin
Tim entered an LA Times article on religious groups' land use
claims into the minutes. He summarized the article by saying that
different religious groups here, in Orange County, and across the country
have invoked the Religious Land Use and Institutionalized Persons Act, a
federal law passed in 2000, to claim and sue for land in the middle of
cities, towns, and neighborhoods.

6) Safety Committee and ERT Report David Israeli, Ron Sokoloff
In David's absence Ron made everyone aware of what the ERT does
for the community and invited any and all residents to join.

7) Events Committee Report Kelly deLaat
Kelly reviewed the past year's events, namely the display of the
proposed new lamps and the table of coffee and sandwiches set up during the
HPOZ tour in April.
Ron suggested that the events committee take over handing out the
SCNA welcome package to new residents. Kelly was quite willing to do this.

8) Traffic Committee Report Chair Josh Vinyash
Josh missed the last meeting but said he will follow up on the
problems raised then and set down in the May 6 minutes. Sinkholes and the
alley behind the Post Office were discussed. Ron reported that the
Assistant Manager of the PO leaned on the federal government to clean it up
but got nowhere.
It was suggested that the corners of streets be made handicap
accessible. Ron advised Josh and anyone else so inclined to call Jack
Weiss' office about this issue. Regarding trash pick up he said to call
Adeena Bleich in Weiss' office.

9) Pico Revitalization Project - Lisa Pozzi
Lisa updated us that the design presentation will extend along
Pico Blvd. from La Brea to Sierra Bonita. These blocks will get trees
planted, medians (possibly), bus shelters, kiosks (like those at the
Grove), and bathrooms.
SCNA has applied for a neighborhood grant for kiosks in
SCNA. This requires us to volunteer work hours. 500 work hours for
example, will get us $5000 from the city. Coming to a SCNA meeting counts
as volunteer hours so y'all come! And be sure to signthat's how hours get
added in.

10) Lighting Committee - Chair Marcus de Laat
Kudos to Linda Friedlander! She pursued the city and they have
started to paint the lights on Olympic Blvd.
In other lighting news, Marcus filled us in on the status of the
proposed lighting change. After months the city finally tested the
committee's chosen lamp and it has passed all the city requirements. The
next step will be for the city to conduct a straw vote. When this will
occur is unknown. One homeowner in each household is eligible to vote. If
the lamp does not win a majority, the issue is dead. If it wins a healthy
majority a second, official vote takes place. This second vote will decide
the matter by a simple majority. If you have any questions concerning the
lighting please direct them to the committee: Marcus, Ron, Tim, or B. Keller.

11) History Project Update
Ken Starr informed us that three oral interviews have been
completed and one is pending.

12) Outgoing President's State of the Neighborhood Address
Ron gave a summary of what occurred in his two-year tenure as SCNA
president. He was happy to see the community involved on issues such as
the proposed MacDonald's. He was glad to see the printing and distribution
of our first community directory in years. Then he mentioned the ongoing
history project and the proposed lighting change as ongoing community actions.

13) Annual Election
The unopposed, nominated slate was elected unanimously. The
transition took place swiftly and extremely amicably. There were several
changes in positions with several new faces.

14) New President's First Orders of Business
Linda proposed to change the bi-laws so there are 6 meetings
annually (down from 8) on the first Monday of every even month. Since this
was a general meeting it was legal to do so. It was moved, seconded, and
passed unanimously to change the bi-laws and have 6 meetings.
Meetings will be: 8/5/02, 10/7/02, 12/2/02, 2/3/03, 4/7/03, 6/2/03

15) New Business
Linda recommended that we make a donation to the temple. It was
moved and passed to donate $180 for allowing us the gratis meeting space.
Linda then suggested that people take photos of original features
in their homes and that these be collated to form a reference for anyone
fixing their home. Several possibilities for carrying this out were
proposed: to have resident Dave Wyand, a professional photographer, scan
prints. These could go up on the new website that Lisa and Ron plan to
construct.
George Parks brought up the November ballot issue of the SF Valley
secession. It was decided to address this at the October meeting with
guest speakers so that everyone is informed and different views are aired.
